As researchers in emerging economies, scientists are often the first foreign visitors to stay in remote rural areas and, on occasion, form joint venture ecotourism and community tourism projects or poverty alleviation schemes between local agencies or NGOs, the local community, and their home institution or agency. They therefore can contribute to avenues for the conservation of natural resources and the development of rural communities as well as influencing the future tourism development through its perceived legitimacy and the destination image it promotes. Proceedings of the Hawai'i Coral Reef Monitoring Workshop held June 9-11, 1998 in Honolulu, Hawai'i. The workshop succeeded in establishing a framework for a coral reef monitoring program for Hawai'i and enlisting the support of all key local residents and many of the top international scientists involved with coral reef monitoring. The approach used for the Hawai'i workshop may be useful for other regions desiring to organize their coral reef monitoring programs. In Hawai'i the workshop has already stimulated a greater degree of cooperation and teamwork in promoting better management of reefs, including the development of the Coral Reef Assessment and Monitoring Program (CRAMP), the Hawaii State of the Reefs Report (Clark and Gulko 1998), and the U.S. Fish and Wildlife Service sponsored Marine Ecosystems Geographic Information System proposal (MEGIS), and Hawaii'i representation on the U.S. Coral Reef Task Force. The U.S. Fish and Wildlife Service protects many coral reefs throughout Hawai'i and other U.S. areas in the insular Pacific as part of its National Wildlife Refuge system, and plans to adopt the protocols recommended at the workshop for establishing long-range monitoring programs for coral reefs in these refuges.

"To support the development of indicators, methods and measures for the National Coral Reef Monitoring Plan , the NOAA Coral Reef Conservation Program sponsored a workshop for scientists to review the socioeconomic plan, validate and refine the indicators and develop secondary data measures . "This report presents results of the 13th year of monitoring on reefs surrounding St. Croix, St. John, and St. Thomas (years 2001-2013). Monitoring sites were distributed across the insular platform in depths from 5 to 63 m (16 - 220') in an effort to capture the diversity of reef types present in the Virgin Islands. Long-term data is presented from 33 sites. While not exhaustive, the TCRMP is generally representative of the geographic areas and variety of reef types in the USVI. Digital video and diver surveys were used to quantify benthic cover and coral health at 14 permanent sites surrounding the island of St. Croix and 19 permanent sites on the Puerto Rican Shelf surrounding the island of St. John and St. Thomas. In addition, at 32 of these sites sea urchin density and fish community structure were evaluated. This report presents data from a major expansion of coral reef monitoring sites"--Executive summary (page 20).
