The material contained in this publication is the outcome of the 8th International Conference on Human Rights "Right to Knowledge and Information in Heterogenic Society", organized by the Faculty of Law and Administration in the University of Warmia and Mazury in Olsztyn (Poland), in cooperation with the Faculty of Law in the University of Bari (Italy), which took place on 30-31 May 2008 in Olsztyn. The selection of issues in no respect can be called accidental. The summit of the European Council in Lisbon in March 2000 created foundations for creating society based on knowledge that is conscious in gaining information and equal access to knowledge. Individual actions of countries should aim at creating a human-friendly "information society" which allows creation of new working places and developing information and telecommunication technologies. This broad spectrum of problems which were the subject of the conference, interests not only Polish researchers but also scientists from countries like Italy, Spain, Ukraine, the United States of America, United Kingdom, and South Korea. They represent various cultures, which implies differences of opinion on many issues related to human rights. Publications included in this collective work are the reflection of freedom to express thoughts on difficult topics, which are important for all though.

The push towards greater autonomy is one of the three main trends in every modern educational policy, alongside quality assurance and quality evaluation techniques and the need to devote attention to special — and often disadvantaged — target groups. It is, however, difficult to derive a unified concept of `autonomy’ from the comparative indicators which are published on a regular basis and it has emerged that there are significant differences depending on the specific area and the administrative organisation of education in the country in question. During the discussions of the annual Congress of the European Association for Education Law and Policy (ELA) in Salzburg (1998) it was apparent that autonomy has to be considered in its various applications. Autonomy for school boards is realised through management, administrative mechanisms, management of staff and pedagogical options. Autonomy of administration requires competence, the willingness to establish an autonomous administration and awareness of each party’s responsibility in the educational process. The contents of this Yearbook are an answer to the question of how legislatures are responding to the trend towards greater responsibility, decentralisation and autonomy. It is an overview of the efforts made by the Member States of the European Union to apply the principle of subsidiarity.

In Greek mythology, an Achilles' heel is a vulnerability that can lead to downfall despite the apparent general strength of the full body. Casla uses this term to define the underlying factors that, while by no means unique, are characteristic of a particular society, delimit what is possible and shape the political debate. They are the primary political frailties without which a country’s politics cannot be properly comprehended.
