The startling revolutions of recent years have had as great an impact on Northeast Asia as on Eastern Europe. Gorbachev's cautious withdrawal of support for North Korea and his establishment of ties with South Korea have created a need for a new research agenda exploring how communism and capitalism in Asia can be successfully restructured or redirected in a new world order. Focused on systemic issues, this book is the first study to attempt a comprehensive analysis of social and economic development in modem Korea as a whole. As a homogeneous nation artificially divided by the competing ideologies of the Cold War, Korea provides a unique laboratory for comparing divergent development processes undertaken by conflicting social systems. Current theories of Third World development have advocated either capitalist models of modernization or have called for the establishment of self-reliant socialist economies cut off from the world capitalist system. While capitalist South Korea has consistently outperformed Communist North Korea since the mid-1970s, development has not yet brought a fully evolved West-em-style democracy in its wake. "Self-reliant" North Korea achieved successful growth during its first fifteen years, but has since been faced with numerous structural limitations on sustained development, including severe restrictions on political freedom and civil liberties. In the author's view, the experience of the two Koreas suggests that the solution to underdevelopment must be based on the realization that exclusionary theories need modification in the light of special historical and sociological circumstances peculiar to individual nations. This volume offers a valuable interpretation of modem Korean history and constitutes an important contribution to the comparative study of capitalism and communism in practice. It will be of particular interest to specialists in international relations and comparative political systems.

This book compares the rapid development of South Korea over the past 70 years with selected countries in sub-Saharan Africa to assess what factors contributed to the country’s success story, and why it is that countries that were comparable in the past continue to experience challenges in achieving and sustaining economic growth. In the 1950s, South Korea’s GDP per capita was $876, roughly comparable with that of Cote d’Ivoire and somewhat below Ghana’s. The country’s subsequent transformation from a war-ravaged, international aid-dependent economy to the 13th largest economy in the world has been the focus of considerable international admiration and attention. But how was it that South Korea succeeded in multiplying its GDP per capita by a factor of 23, while other Less Developed Countries continue to experience challenges? This book compares South Korea’s politics of development and foreign assistance with that of Ghana, Nigeria, and Zambia, which were also major recipients of the U.S. aid, to investigate the specific contexts that made it possible for South Korea to achieve success. Overall, this book argues that effective state capacity in South Korea’s domestic and international politics provided an anchor for diplomatic engagement with donors and guided domestic political actors in the effective use of aid for economic development. With the failure of market reform to generate sustained growth in many countries of the Global South, poverty reduction has become an urgent moral and political issue in the last several decades. In practice, considerable research shows that high levels of inequality are likely to produce high levels of criminal and political violence. On the road to development, states cannot but grapple with the challenges posed by poverty and wealth distribution. Social Forces and States explains the reasons behind distinct distributional and poverty outcomes in three countries: South Korea, Chile, and Mexico. South Korea has successfully reduced poverty and has kept inequality low. Chile has reduced poverty but inequality remains high. Mexico has confronted higher levels of poverty and high inequality than either of the other countries. Judith Teichman takes a comparative historical approach, focusing upon the impact of the interaction between social forces and states.
