This book develops a novel approach to peace and conflict studies, through an original application of the philosophy of Jacques Derrida to the post-conflict politics of Northern Ireland and Bosnia and Herzegovina. Based on new readings of the peace agreements and the post-conflict political systems, the book goes beyond accounts that present a static picture of ‘fixed divisions’ in these cases. By exploring how formal electoral politics and the informal political spheres of artistic, cultural, judicial and protest movements already contest the politics of division, the book argues that the post-conflict political systems in Northern Ireland and Bosnia and Herzegovina are in a process of deconstruction. The text adds to the Derridean lexicon by developing the idea of a ‘deconstructive conclusion’, which challenges historical understandings of conflicts at the same time as challenging their consequences in the present. The study provides a critical contribution to peacebuilding and International Relations literature, by demonstrating how Derridean concepts can be utilised to provide fresh understandings of conflict and post-conflict situations, as well as allowing for political interventions to be made into these processes.

"This book provides a critical deconstruction of the human development framework promoted by the United Nations Development Programme (UNDP) since 1990. Taking the Human Development Reports of the UNDP as its starting point for reflection, this book investigates the construction of this framework as well as its political function since the end of the Cold War. The development discourse has long been dominated by best practices prescriptions for reform, but these are not a useful way of responding to the governance ambiguities of the early 21st century. Working with the Grain draws on both innovative scholarship and Brian Levy's quarter century of experience at the World Bank to lay out an alternative-a practical, analytically grounded, "with-the-grain" approach to reducing poverty and addressing weaknesses in governance. Best practice prescriptions confuse the goals of development with the journey of getting from here to there. A strong rule of law, capable and accountable governments, and a flexible, level playing field business environment are indeed desirable end points. But the ability to describe well-governed states does not conjure them into existence. If the only available actions are all or nothing, then efforts at change will almost certainly fall short, leading to disillusion and despair. By contrast, this book takes as its point of departure the realities of a country's economy, polity and society, and directs attention towards the challenges of initiating and sustaining forward development momentum. The book: -- distinguishes among four broad groups of countries, according to whether polities are dominant or competitive, and whether institutions are personalized or impersonal -- identifies alternative options for governance and policy reform-top down options which endeavor to strengthen formal institutions, and options supporting the emergence of "islands of effectiveness" -- explores how to identify entry points for change where there is a good fit between divergent country contexts and alternative options for reform. Sometimes the binding constraint to forward movement can be institutional, making governance reform the priority; at other times, the priority can better be on inclusive growth. Taking the decade-or-so time horizon of practitioners, the aim is to nudge things along-seeking gains that initially may seem quite modest but sometimes can give rise to a cascading sequence of change for the better.

(Re)Constructing Cultures of Violence and Peace brings together eleven original essays that were presented at the Third Global Conference on Cultures of Violence held in August 2002 in Prague. Covering an array of violence-related subjects, and a range of methodologies—textual, historical, theoretical, quantitative—the resulting volume is a multifaceted exploration of how cultures of violence are constructed, and how they can be deconstructed and replaced with cultures of peace. In part one, the authors aim to map and describe some of the important cultures of violence in our modern world—interstate war, civil war, criminal punishment, religious conflict, hooliganism—as an initial step towards understanding violence as a cultural construction. Part two explores aspects of the (re)construction of culture of peace. Specifically, the challenges encountered in attempting to conceptualise, study, or transform cultures of violence are examined. A common theme throughout the book is that violence is a fluid social and cultural construct—it is made by individuals, groups, and social forces. The implications of this are more than simply ontological: if violence is made, it can also be unmade; if cultures of violence are socially and politically constructed, they can also be de-constructed.
