This study analyzes strategic and programming issues arising from the emerging deconcentration and decentralization reforms in Cambodia and informs the debate on the pace and strategic direction of these reforms. The study looks at the evolving legal and regulatory framework pointing to the gaps and inconsistencies that need to be addressed for a coherent framework over time. The study elaborates on the large cast of complex, and sometimes competing, institutions and the challenges of setting up an equitable and transparent intergovernmental financing system. Evaluating the strengths and weaknesses of the government's 10-year national program, the study suggests some critical steps for successful implementation of the reforms, including the need to develop a clear reform policy framework, obtain better coordination among government agencies and between the government and development partners, clarify uncertainties in the assignment of functions between tiers of government, design a robust system on intergovernmental financing, and develop capacities to implement the reforms. The study also suggests some important considerations for ADB programming, including how to best support the deconcentration and decentralization reforms at the central, subnational, and sector levels.

Deconcentration---the creation of new subnational units of government---has quietly become commonplace, with nearly 400 episodes across 126 countries over the period 1960-2010. Recent studies have argued that deconcentration is the product of local and national elites jointly pursuing patronage and electoral gain. Yet this perspective leaves unresolved why patterns of contestation over deconcentration fail to map onto dominant cleavages such as partisanship or ethnicity. Nor does it clarify the constraints that determine when and where attempts to deconcentrate succeed. This dissertation proposes a new explanation centered on elite bargaining over political coalitions---groups of agents who choose and implement a joint course of action, such as parties or factions. I argue that politicians pursue deconcentration because it allows them to manipulate the structure of these coalitions. Creating new subnational units of government empowers new politicians, altering the potential coalitions that can emerge from elite bargaining. Thus, politicians form preferences over deconcentration according to how they believe it will impact their position in the coalition structure. Deconcentration is in turn constrained by the institutions structuring coalition bargaining. I test the empirical implications of this theory in three ways. First, I introduce new data on deconcentration worldwide over the period 1960-2010, and use supervised machine learning models to demonstrate that the observed variation in deconcentration matches my theoretical expectations. Second, I show that sudden leadership deaths destabilize coalition structures and thereby substantially increase the probability of deconcentration. Finally, I draw on primary documents held at the National Archives of the United Kingdom to trace the coalition-manipulation mechanism through a close case comparison of three statehood movements in Nigeria over the period from 1946 to 1966. This study contributes to a number of areas of scholarly interest. In particular, this dissertation documents the global surge in deconcentration over the last sixty years, and its implications for relationships between citizens and states the world over. It also sheds new light on debates over selectorate theory, the endogenous evolution of representative institutions and party systems, and why self-interested political actors trade away their own power.

New suburban communities have sprung up all over America, while industrial plants and other commercial districts in the inner city have been left to decay. Nowhere is this more evident that the midwestern United States, where newly formed communities have funneled jobs and income from the inner city. Generally known as sprawl, the problem is particularly acute in those metropolitan areas where deconcentration is taking place-decline in the central city coupled with suburban growth. This process creates benefits in the sububrs, but also increasingly poses costs in the form of congestion and increased infrastructure costs. When Corporations Leave Town analyzes and develops a consistent and comprehensive cost-benefit analysis of employment deconcentration, focussing on central cities and their suburbs. Sprawl and deconcentration have become big issues in Vice President Albert Gore's presidential campaign, and are the subject of a growing number of policy initiatives, conferences, and research efforts by organizing such as the Urban Land Institute, the National Homebuilders Association, and the Brookings Institute. Joseph Persky and Wim Wiewel compare the costs and benefits of a firm's locating in the central city with locating in the suburbs. They use a hypothetical model of a large manufacturing plant and a business services office in the Chicago metropolitan area to calculate tangible and intangible costs such as population and traffic congestion, air pollution, housing abandonment, loss of farmland, tax liabilities, and the strain put on suburban public resources. Persky and Wiewel then explore a broad range of public policies advocated for reversing or mitigating metropolitan deconcentration.

"It is, perhaps, worth stressing that economic problems arise always and only in consequence of change. So long as things continue as before, or at least as they were expected to, there arise no new problems requiring a decision, no need to form a plan. " (Hayek, 1945, p. 523) This book is based on my research for the degree of Doctor of Philosophy which I received from Lancaster University, England in the second half of 1997. It is an analysis of the structural transformation of the economic system in East Germany and the behavioural relations these changes imply. The approach of institutionalised transformation (not the least by the creation of the Treuhandanstalt) is examined with a theory-based framework which is derived from system-theoretical, evolutionary and constitutional-ethical considerations as well as from the newly developed adjustment model which has been constructed as a dynamic transformation approach. A relationship between norm changes, the new institutional framework of the economic system and the compatibility of the latter with changes of the remaining partial societal systems is recognised. Rigidity factors in the system's flexibility to react as well as the adjustment of economic behaviour to structural changes are analysed. The "marginal product of system change" is defined (section 2. 8. 2).
