HUD spends $7 billion annually to provide decent, safe, and sanitary housing for low-income households in 14,000 rental prop. admin. by 3,000 public housing authorities (PHA). Yet many public housing prop. have been unsafe and unsanitary for several decades. To identify and correct these and other problems, HUD has begun to implement the Public Housing Assess. System for evaluating PHA performance.
