The U.S. Department of Defense (DoD) aims to improve mission effectiveness and efficiency. In support of this effort, the Office of the Secretary of Defense asked the National Defense Research Institute (NDRI), a federally funded research and development center operated by the RAND Corporation, to construct a baseline of the DoD's government acquisition and procurement functions, including a functional decomposition and estimate of the cost of executing the government portion of the DoD's acquisition enterprise. NDRI researchers estimated these costs at between $29 billion and $38 billion in fiscal year 2017 dollars. To gain perspective on these costs, NDRI researchers identified commercial benchmarks for the amount of program management levels. As a percentage of DoD contracting obligations, NDRI researchers estimated the DoD's program management portion of these costs at about 1.5 percent in the last few years, which is below industry benchmarks of 2-15 percent.

The United States is transitioning from an industrial age to an information age military. This transition requires transformation in warfighting and the way we organize to support the warfighter. Although the end-state of transformation cannot be fully defined in advance, we do know some of the necessary prerequisites for transformation. In particular, we know that early transformation requires exploiting information technology to reform defense business practices and to create new combinations of capabilities, operating concepts, organizational relationships and training regimes. Successful transformation of U.S. military forces and Department of Defense (DoD) processes requires a strategy with clear objectives. Effective implementation of the strategy requires commitment and attention from the Department's senior leadership and clearly assigned roles and responsibilities. This document communicates the Department's strategy for transformation and assigns senior leader roles and responsibilities to ensure implementation of the strategy. Senior leadership commitment to transformation will mobilize the rest of the Department and stimulate the bottom-up innovation required for successful transformation. Effective implementation of the transformation strategy is an essential prerequisite for strategic management of the Defense program. It will allow the Department to define transformation investments that address future risk with enough specificity that they can be balanced against the other three primary risk areas identified in the Quadrennial Defense Review (QDR): force management, operational, and institutional risk.

"In the conference report accompanying the National Defense Authorization Act for Fiscal Year 2017, Congress expressed concern that the U.S. Department of Defense (DoD) "does not sufficiently incorporate data into its acquisition-related learning and decision-making" and asked six questions about "the use of data analysis, measurement, and other evaluation-related methods in DoD acquisition programs." In this report, the authors decompose and measure acquisition functions, data governance, and training to assess how data and associated analytics support DoD acquisition decision making. The authors found that the DoD is applying a breadth of data analytics to acquisition. Capabilities range from simple data archives and plotting to archives integrated with commercial analytic tools. The DoD has implemented an array of data governance and management practices, but major challenges remain, including a culture against data sharing and concerns about security and oversight burden. Some commercial breakthroughs in advanced analytics sound promising for DoD acquisition, but some might not be applicable; research is ongoing. Advancement should include developing a data analytics strategy across acquisition domains, expanding data governance and data sharing, and continuing to expand and mature data collection, access, and analytic layers. Also, mechanisms are needed to authorize and ensure protected access to data for both the DoD and external analysts. Improved incentives and understanding of data analytics could encourage decision makers to make better use of capabilities" -- Publisher's description.
