Child welfare program standards based on current knowledge, children's developmental needs, and tested ways of meeting these needs most effectively provide benchmarks of excellence that can be used as goals to advance and guide contemporary practice. This book delineates standards for services for abused or neglected children and their families. The standards were developed by the Child Welfare League of America (CWLA), based on extended discussion of principles and issues by experts in social work and related fields and critical review of a preliminary statement by CWLA member agencies, representatives of related professions, and other national organizations. The book discusses how to use the standards and differentiates the standards from accreditation and licensing. The book's introduction describes the origins of child protection efforts; the child protection policy framework; and practice, program, and policy issues in child protection. A new framework for child protection is also presented. The bulk of the book is comprised of the goals and standards for services and is organized in the following chapters: (1) "Protective Service for Abused or Neglected Children and Their Families"; (2) "Social Work Practice in Child Protective Services"; (3) "Working Together To Keep Children Safe: A Community Responsibility"; (4) "Working with the Civil and Criminal Justice Systems in Protecting Children"; (5) "Organization and Administration of Child Protective Services"; and (6) "Protecting Children in Settings Outside of Their Families or Homes."
