This book presents a systemic view of the global environmental economy under the conditions of climate change from the positions of Sustainable Development Goals. The purpose of the book is to study the current problems of the global environmental economy under the conditions of climate change and to determine the prospects of its sustainable development (systemic support for the SDGs). This goal predetermines the logic and structure of the book, which is comprised of five parts. Part I presents the authors’ novel view of the global environmental economy under the conditions of climate change from the positions of the SDGs. It reflects the contradiction and describes the path of preserving economic growth during the implementation of SDG 13. The COVID-19 pandemic and economic crisis are considered as the result of the reduction of biodiversity under the conditions of climate change from the positions of SDG 3. Responsible innovations, eco-friendly products, and green trade are presented as trends of the environmental economy under the conditions of climate change to support SDG 12. Green jobs are analyzed in the environmental economy under the conditions of climate change during the implementation of SDG 8. The significance of social inclusivity and reduction of the inequality of the environmental economy under the conditions of climate change to support SDG 10 is noted. Part II elaborates on the sectoral specifics of the influence of climate change on the environmental economy: energetics, finance, industry, state management, and agriculture. Part III presents and discusses the international experience of development of the environmental economy under the conditions of climate change given the specifics of developed and developing countries and based on the case experience of Central Asia, the EAEU, and Russia. In Part IV, technological transition (Fourth Industrial Revolution) is offered as a perspective response of the global economic policy to climate change. Scenarios of the fight against climate change in the Decade of Action depending on the scale of the technological transition are described: digital economy vs Industry 4.0 and Society 5.0. The perspectives of the technological transition at the level of companies (creation of cyber-physical systems of Industry 4.0; green digital innovations and smart ESG finance) and regions (smart region as a socio-economic environment with large adaptability to climate change) are described.

Twenty years after the landmark Stockholm Conference on the Human Environment in 1972, the United Nations has convened a Conference on Environment and Development (UNCED) in Rio de Janeiro in June 1992. The 1989 UN resolution calling for the conference singles out -- among other global problems -- issues of biodiversity, water and other natural resources, atmospheric integrity, and human health as ones whose management requires strengthened international cooperation and attention. Whatever explicit and effective commitments -- to control greenhouse gases that threaten global warming, for example -- are negotiated at UNCED, profound problems relating to the linked pursuit of environmental, natural resource, and economic objectives are certain to survive the two-week meeting of government leaders, technical experts, and representatives of environmental constituencies. To be sure, participants may well assert that the goals of environmental protection, natural resource adequacy, and economic growth are compatible. But a probing of the question of sustainability of development inspires less confidence that potential problems and conflicts in the pursuit of these goals are fully appreciated in the international community, much less that the consensus needed to easily achieve the goals will be forthcoming. The World Summit on Sustainable Development (WSSD) in Johannesburg 2002 was the latest conference in an international process to manage environment and development issues that can be traced back to the late 1960s. Three milestones mark this 30-year process of social and political interaction: the United Nations Conference on the Human Environment (UNCHE), held in Stockholm in 1972, the first international meeting at a high political level convened to address environmental issues; the 1992 United Nations Conference on Environment and Development (UNCED), held in Rio de Janeiro; and the WSSD, which attempted to set policy goals and targets for the global environmental and developmental challenges previously identified.But what did the WSSD achieve? Following the summit there have been various opinions of its significance and its outputs, many of them negative. This book argues that there is a need to place the WSSD in its broader context. Understanding the connections between the WSSD and its precedents as well as those between this overall process and individual environmental decision-making processes (such as on climate change), and how they all contribute to the overall global policy process, adds a critical dimension to the analysis of the WSSD outcomes. This book examines the challenges facing the global policy process for sustainable development as it continues beyond Johannesburg into the future. It combines a forward outlook with a historical perspective in tracing the evolution of selected cross-cutting themes on the agenda of the three conferences, the institutions and formal results of the process, and the actors and their patterns of interaction over time.
