This environmental assessment (EA) examines the environmental impacts of inactivating the 563 Tactical Fighter Squadron (TFS)at George Air Force Base (AFB), located in the Mojave Desert of Southern California. The document was prepared pursuant to Section 102 of the National Environmental Policy Act (NEPA), Public Law (PL) 92-190, as implemented by regulations promulgated by the President's Council on Environmental Quality (CEQ) and Air Force Regulation (AFR) 19-2. The EA was also prepared in compliance with the California Environmental Quality Act. Since the alternatives to the proposed action, including the no action and delay action alternatives, are not considered feasible, this document only examines the potential environmental impacts near George AFB of deactivating the 37 Tactical Fighter Wing (TFW). This action will involve the drawdown of 24 Primary Aircraft Authorization (PAA) of combat-coded F-4E aircraft in support of the 563 TFS, and the loss of 745 personnel authorizations.

On January 5, 1989, the Secretary of Defense announced the closure of George AFB, California, pursuant to the Base Closure and Realignment Act. Previous environmental documentation culminated in the filing of a Final Environmental Impact Statement for the Closure of George AFB on May 4,1990. A record of Decision (ROD) for the action was signed June 20, 1990. The base is scheduled for closure December 15, 1992. This EIS has been prepared in accordance with the National Environmental Policy Act to analyze the potential environmental consequences of the disposal and reasonable alternatives for reuse of the base. The document includes analyses of the potential impacts each alternative may have on the local community, including land use and aesthetics, transportation, utilities, hazardous materials/wastes, geology and soils, water resources, air quality, noise, biological resources and cultural resources. Potential environmental impacts are increased aircraft-related noise levels, increased traffic, reduced wildlife habitat, alteration of topography, alteration of water flow and drainage patterns, and temporary effects of elevated concentrations of particulate matter during construction. Traffic mitigations include contributions to area roadway Improvements. If avoidance of biological resources is not adequate or possible, mitigation in the form of replacement, restoration, or enhancement is possible.

The action evaluated in this environmental impact statement (EIS) is the closure of George Air Force Base (AFB) in California. The closure is the result of the recommendations of the Defense Secretary's Commission on Base Realignments and Closures, from legislative requirements in the Base Closure and Realignment Act (Public Law 100-526; the 'Act'), and from U.S. Air Force plans to enhance mission readiness and national security. Primarily, the closure of George AFB will involve the relocation of personnel, 92-F-4E/G aircraft, equipment, and supplies to Mountain Home AFB in Idaho and the inactivation of 24 OV-10 aircraft. In addition to the above activities directly related to the closing of Georgia AFB, the following unit moves will also occur. Twenty-three combat-coded F-4E/G aircraft in the 37th Tactical Fighter Wing at George AFB are to be deactivated beginning in October 1989, along with a reduction of 745 personnel authorizations. These movements were planned prior to the Commission's recommendations and will occur prior to the actual closing of the Base which is scheduled for the winter of 1992. Also, there is a planned relocation of Air Warrior from George AFB to Nellis AFB in Nevada. This EIS baseline assumes that all units are currently operational as described in Chapter 3. Chapter 4 of this document assesses the impacts of the closure of the Base (withdrawal of all units). (sdw).
