Due to the increase of security challenges in the proximity of Europe, the prominence of the EU's Common Security and Defence Policy (CSDP) has augmented. This book is a systematic effort to empirically approach the democratic deficit of CSDP, to understand its social construction and propose ways to remedy it. The book uses Foucault’s approach of governmentality to unravel the social construction of this deficit and to illuminate the power relations between the different actors participating in CSDP governance and the constraints upon them. Finally, applying the normative reading of agonistic democracy, the author suggests concrete ways for EU citizens to have a say in the political choices of statesmanship in CSDP governance. The EU's emergence as an international security provider, under the first Common Security and Defence Policy (CSDP) operations in the Balkans in 2003, is a critical development in European integration. In this book, which relies on extensive interviews with CSDP officials, Michael E. Smith investigates how the challenge of launching new CSDP operations causes the EU to adapt itself in order to improve its performance in this realm, through the mechanism of experiential institutional learning. However, although this learning has helped to expand the overall range and complexity of the CSDP, the effectiveness of this policy tool still varies widely depending on the nature of individual operations. The analysis also calls in to question whether the CSDP, and the EU's broader structures under the 2009 Treaty of Lisbon, are fit for purpose in light of the EU's growing strategic ambitions and the various security challenges facing Europe in recent years.

This book examines the role of agencies and agency-like bodies in the EU’s Area of Freedom, Security and Justice (AFSJ).When the Maastricht Treaty entered into force on 1 November 1993, the institutional landscape of the so-called ‘Third Pillar’ looked significantly different than it does now. Aside from Europol, which existed only on paper at that time, the European agencies examined in this book were mere ideas in the heads of federalist dreamers or were not even contemplated. Eventually, Europol slowly emerged from its embryonic European Drugs Unit and became operational in 1999. Around the same time, the European Union (EU) unveiled plans in its Tampere Programme for a more extensive legal and institutional infrastructure for internal security policies. Since then, as evidenced by the chapters presented in this book, numerous policy developments have taken place. Indeed, the agencies now operating in the EU’s Area of Freedom, Security and Justice (AFSJ) are remarkable in the burgeoning scope of their activities, as well as their gradually increasing autonomy vis-à-vis the EU member states and the institutions that brought them to life. This book was published as a special issue of Perspectives on European Politics and Society.
