Both the U.S. and Chinese militaries are increasingly focused on a possible confrontation over Taiwan. China regards the island as an integral part of its territory and is building military capabilities to deter Taiwan independence and to compel Taiwan to accept unification. These efforts have shifted the military balance in China's favor and heightened the risk of war. At the same time, the United States insists that China and Taiwan resolve their dispute peacefully and is strengthening its military capabilities in the Western Pacific to deter a possible Chinese attack. Crossing the Strait: China's Military Prepares for War with Taiwan explores the political and military context of cross-strait relations, with a focus on understanding the Chinese decision calculus about using force, the capabilities the People's Liberation Army would bring to the fight, and what Taiwan can do to defend itself. Based on original research by leading international experts, Crossing the Strait explores China's military options and the PLA's ability to execute them. The authors use a range of Chinese sources to assess the PLA's improved amphibious, airborne, logistics, sealift, command and control, and urban warfare capabilities and how they might be employed in a military conflict. The authors conclude that the PLA has made significant improvements and can already execute several military campaigns, but still lacks critical airlift, sealift, logistics, and other capabilities necessary to invade and occupy Taiwan. Under the guidance of current Central Military Commission Chairman Xi Jinping, the PLA is working hard to address these shortcomings. Crossing the Strait also considers what Taiwan, the United States, and other parties can do to prepare a more effective defense. Taiwan has increasingly focused on acquiring asymmetric and innovative military systems to blunt Chinese aggression. Yet contributors to the volume suggest that current efforts are insufficient: Taiwan needs to do more to prepare for the full range of contingencies it might face from the People's Liberation Army. A Taiwan with the right strategy, training, and force investments can pose a formidable wartime challenge and thus improve deterrence. One China, Many Taiwans shows how tourism performs and transforms territory. In 2008, as the People's Republic of China pointed over a thousand missiles across the Taiwan Strait, it sent millions of tourists in the same direction with the encouragement of Taiwan's politicians and businesspeople. Contrary to the PRC's efforts to use tourism to incorporate Taiwan into an imaginary "One China," tourism aggravated tensions between the two polities, polarized Taiwanese society, and pushed Taiwanese popular sentiment farther toward support for national self-determination. Consequently, Taiwan was performed as a part of China for Chinese group tourists versus experienced as a place of everyday life. Taiwan's national identity grew increasingly plural, such that not just one or two, but many Taiwans coexisted, even as it faced an existential military threat. Ian Rowen's treatment of tourism as a political technology provides a new theoretical lens for social scientists to examine the impacts of tourism in the region and worldwide.

China’s relation to Taiwan has been in constant contention since the founding of the People’s Republic of China in October 1949 and the creation of the defeated Kuomintang (KMT) exile regime on the island two months later. The island’s autonomous sovereignty has continually been challenged, initially because of the KMT’s insistence that it continue to represent not just Taiwan but all of China—and later because Taiwan refused to cede sovereignty to the then-dominant power that had arisen on the other side of the Taiwan Strait. One thing that makes Taiwan so politically difficult and yet so intellectually fascinating is that it is not merely a security problem, but a ganglion of interrelated puzzles. This book presents an interdisciplinary examination of cross-Taiwan Strait relations and the complex dynamics at play in the region. Since the election of Ma Ying-jeou as Taiwan’s president in 2008, the relationship across the Taiwan Strait—long viewed as one of Asia’s most volatile potential flashpoints—has experienced a remarkable détente. Whether the relationship has been truly transformed, however, remains an open question and the Taiwan Strait remains a central regional and global security issue. A return to turbulence in the Taiwan Strait could also add a new dimension of instability in the already tense maritime disputes in the East and South China Seas. While the relationship across the Taiwan Strait remains critically important, it is also changing rapidly, and the chapters in this volume present new thinking to help make sense of complex cross-Strait dynamics. Specifically, these essays explore different security and/or globalization dimensions of China-Taiwan ties as well as the globalization-security linkages that have emerged. As the balance of power in Asia shifts dramatically, several chapters in this volume explore how traditional security forces are evolving.
