It challenges the tendency of the multilevel governance literature to overlook political controversies and conflicts and questions the assumption that it represents the best policymaking arrangement for promoting policy convergence. In doing so, it explores the functioning of the reception component of the Common European Asylum System in centralised states and federal/regional states and analyses its implementation at both national and local levels. The book reveals the heterogeneous development of reception policies not only across Member States but also within each country where solutions adopted at the local level generally diverge substantially. Furthermore, the overall centralization of policymaking on reception regardless the institutional structure, seems to leave little room for MLG arrangements tailored to specific localities and triggers tensions between central governments and local authorities. The provision of effective health care to linguistically and culturally diverse migrant populations has been identified as a crucial public health issue. This scoping review examines strategies which have been implemented and evaluated to address communication barriers experienced by refugees and migrants in health care settings across the WHO European Region. Four main types of strategy were identified: cultural mediation interpretation translation of health information and guidance and training for health care providers. These have been used to support access to health care management of specific diseases and promotion of health across a wide variety of health care settings. Intersectoral collaboration was seen as important in the development and implementation of strategies. Policy considerations include the development of national policies and the promotion of intersectoral dialogue to augment the knowledge base and resolve the common issues identified such as provision of training and confusion regarding the roles of mediators/interpreters that affect strategy implementation and evaluation.

This edited book examines the experience of small states in Europe during the 2015–2016 migration crisis. The contributions highlight the challenges small states and the European Union faced in addressing the massive irregular flow of migrants and refugees into Europe and the Schengen Area. Small states adopted a number of coping strategies and proved relatively effective in navigating the storm they faced. Externally they pursued strategies of shelter-seeking, hiding, hedging and norm entrepreneurship, while domestically they tended to securitize migration and to pursue scapegoating by blaming the EU and other states for the nature and magnitude of the crisis. During this crisis management, their small administrations proved resilient and flexible in their responses, despite suffering from limited resources and being subject to the shifting preferences of stronger actors. This book shows that independent of whether we view the migration crisis as a crisis for the European Union or Europe as a whole, or how we interpret the intensity and severity of the crisis, this was a crisis for small states in Europe. The crisis disrupted the liberal and institutionalized order upon which small states in the region had increasingly based their policies and influence for more than 60 years.

Taking an interdisciplinary approach and focusing on the social and psychological resources that promote resilience among forced migrants, this book presents theory and evidence about what keeps refugees healthy during resettlement. The book draws on contributions from cultural psychiatry, anthropology, ethics, nursing, psychiatric epidemiology, sociology and social work. Concern about immigrant mental health and social integration in resettlement countries has given rise to public debates that challenge scientists and policy makers to assemble facts and solutions to perceived problems. Since the 1980s, refugee mental health research has been productive but arguably overly-focused on mental disorders and problems rather than solutions. Social science perspectives are not well integrated with medical science and treatment, which is at odds with social reality and underlies inadequacy and fragmentation in policy and service delivery. Research and practice that contribute to positive refugee mental health from Canada and the U.S. show that refugee mental health promotion must take into account social and policy contexts of immigration and health care in addition to medical issues. Despite traumatic experiences, most refugees are not mentally ill in a clinical sense and those who do need medical attention often do not receive appropriate care. As recent studies show, social and cultural determinants of health may play a larger role in refugee health and adaptation outcomes than do biological factors or pre-migration experiences. This book’s goal therefore is to broaden the refugee mental health field with social and cultural perspectives on resilience and mental health.

The conflict in Syria has created a humanitarian crisis, with almost two million people having fled to neighbouring countries in the hope of escaping the violence. Thousands of Syrian refugees continue to enter Lebanon each week, putting increasing pressure on the ability of host communities and aid agencies to provide them with support. The situation has created intense levels of stress for refugees, as in many cases they are forced to take on new responsibilities at odds with their traditional gendered social roles. In order to understand these changing roles, Oxfam and the ABAAD - Resource Centre for Gender Equality conducted a gender situation and vulnerability assessment among Syrian refugees and Palestinian refugees from Syria now living in Lebanon. The findings are presented in this report, which aims to contribute to an improved understanding of the gendered impact of the Syrian conflict and subsequent displacement on refugees now in Lebanon. The report concludes with detailed recommendations for development and humanitarian practitioners and donor agencies, to help them design and implement gender-sensitive programming that addresses these shifting gender roles and helps to minimize stress and tensions among refugee populations (at individual, household and community levels) and between refugee and host communities.
