Formed in 1947, the United Nations Economic Commission for Europe (UNECE) was the first postwar international organization dedicated to economic cooperation in Europe. Linking the universalism of the UN to European regionalism, both Cold War superpowers, the USA and the Soviet Union, were founding members of the UNECE. In Cooperation among Nations, Joseph M. Grieco offers a provocative answer to a fundamental question in world politics: How does the anarchical nature of the international system inhibit the willingness of states to work together even when they share common interests? Grieco examines the capacity of two leading contemporary theories--modem political realism and the newest liberal institutionalism--to explain national responses to the non-tariff barrier codes negotiated during the Tokyo Round of international trade talks. According to his interpretation of realist theory, Grieco characterizes states as "defensive positionalists." As such, they often fail to cooperate because they fear that a joint endeavor, while producing positive gains for all participants, might also generate disparities in gains among the partners involved. Grieco demonstrates that this realist concept of defensive state positionalism gives rise to a better understanding of the systemic constraints on international collaboration and of the impact of anarchy on states than is offered by neoliberal institutionalism. Drawing on previously unreported archival materials, Grieco rigorously applies the two theories to an empirical analysis of the cooperative efforts of the United States and the European Community during the 1980s to regulate and reduce non-tariff trade barriers through the General Agreement on Tariffs and Trade.

This 2004 book aims at advancing our understanding of the influences international norms and international institutions have over the incentives of states to cooperate on issues such as environment and trade. Contributors adopt two different approaches in examining this question. One approach focuses on the constitutive elements of the international legal order, including customary international law, soft law and framework conventions, and on the types of incentives states have, such as domestic incentives and reputation. The other approach examines specific issues in the areas of international environment protection and international trade. The combined outcome of these two approaches is an understanding of the forces that pull states toward closer cooperation or prevent them from doing so, and the impact of different types of international norms and diverse institutions on the motivation of states. The question of why countries give aid and assistance to other countries has long been a topic of debate- is it altruism, or selfishness? The assumption is sometimes made that donors from developing countries might be more motivated by altruism than ‘traditional’ western donors. This book demonstrates that on the contrary, the provision of development assistance can be used to serve national interests, allowing so-called ‘emerging’ donors to gain soft power in the international sphere by improving their image and global influence. Technical cooperation, or the transfer of knowledge, is an area of particular interest, as it can enable donors to position themselves as a global leader in a given field, with a unique set of skills and expertise in a knowledge area. This book uses the Brazilian case to demonstrate how a country such as Brazil can seek power and influence by providing no-strings-attached technical assistance. The empirical analysis unpicks the motivations behind development assistance, and how it can be used as a foreign policy tool. The United States spends approximately $4 million each year searching for near-Earth objects (NEOs). The objective is to detect those that may collide with Earth. The majority of this funding supports the operation of several observatories that scan the sky searching for NEOs. This, however, is insufficient in detecting the majority of NEOs that may present a tangible threat to humanity. A significantly smaller amount of funding supports ways to protect the Earth from such a potential collision or "mitigation." In 2005, a Congressional mandate called for NASA to detect 90 percent of NEOs with diameters of 140 meters of greater by 2020. Defending Planet Earth: Near-Earth Object Surveys and Hazard Mitigation Strategies identifies the need for detection of objects as small as 30 to 50 meters as these can be highly destructive. The book explores four main types of mitigation including civil defense, "slow push" or "pull" methods, kinetic impactors and nuclear explosions. It also asserts that responding effectively to hazards posed by NEOs requires national and international cooperation. Subnational conflict is the most widespread, enduring, and deadly form of conflict in Asia. Over the past 20 years (1992-2012), there have been 26 subnational conflicts in South and Southeast Asia, affecting half of the countries in this region. Concerned about foreign interference, national governments limit external access to conflict areas by journalists, diplomats, and personnel from international development agencies and non-governmental organizations. As a result, many subnational conflict areas are poorly understood by outsiders and easily overshadowed by larger geopolitical issues, bilateral relations, and national development challenges. The interactions between conflict, politics, and aid in subnational conflict areas are a critical blind spot for aid programs. This study was conducted to help improve how development agencies address subnational conflicts.
