For such a system it is often desired to have some form of decentralization in the control structure, since it is typically not realistic to assume that all output measurements can be transmitted to every local control station. Problems of this kind can appear in electric power systems, communication networks, large space structures, robotic systems, economic systems, and traffic networks, to name only a few. Typical large-scale control systems have several local control stations which observe only local outputs and control only local inputs. All controllers are involved, however, in the control operation of the overall system. The focus of this book is on the efficient control of interconnected systems, and it presents systems analysis and controller synthesis techniques using a variety of methods. A systematic study of multi-input, multi-output systems is carried out and illustrative examples are given to clarify the ideas.

How Control Exists after Decentralization Is the Internet a vast arena of unrestricted communication and freely exchanged information or a regulated, highly structured virtual bureaucracy? In Protocol, Alexander Galloway argues that the founding principle of the Net is control, not freedom, and that the controlling power lies in the technical protocols that make network connections (and disconnections) possible. He does this by treating the computer as a textual medium that is based on a technological language, code. Code, he argues, can be subject to the same kind of cultural and literary analysis as any natural language; computer languages have their own syntax, grammar, communities, and cultures. Instead of relying on established theoretical approaches, Galloway finds a new way to write about digital media, drawing on his backgrounds in computer programming and critical theory. In very large distributed computer systems, there are significant problems when one considers decentralization of control amongst agents managing resources. Probably the most difficult is that agents must make good fast coordinated decisions based on uncertain and differing views of the global system state. Our thesis is that despite such problems, effective decentralized control systems can be build based on a set of seven design principles which we describe. We also apply these principles to the problem of decentralized load balancing, and provide results based on trace-driven simulation experiments.

Centralized, top-down management of water resources through regulations has created unnecessary economic burdens upon users. More flexible decentralized controls through the use of economic incentives have gained acceptance over the past decade. The theme of this book is the increasing efforts throughout water-scarce regions to rely upon economic incentives and decentralized mechanisms for efficient water management and allocation. The book begins with a section of introductory chapters describing water systems, institutions, constraints, and similarities in the following regions: Israel and the Middle East, Turkey, California, Florida, and Australia. Four of these regions face similar climates with wet winters and dry summers. Florida has a more even seasonal distribution of rainfall, yet it uses similar management strategies in controlling groundwater demand and water quality. The book concludes with a section on water management case studies. These case studies examine issues of conflict related to both water quality and water quantity. While the case studies address both international and intranational concerns in specific regions of the world, they portray broad principles that are applicable to many regions.

A conceptual model of decentralized control for computer systems is presented. The model is founded on the principle that an activity at any particular level of abstraction is decentralized if there is no unique lowerlevel entity which enforces a consistent view of the activity state on the entities involved in that activity. Three factors are presented to determine how decentralized the control of an individual resource is: the number of controllers of a resource, the extent that each controller is involved in every control activity, and the parity of the controllers' authority. Two factors are presented to determine the decentralization of system-wide control: the number of controllers involved in each instance of multilateral management and the number of resources involved in each instance of multilateral management. Physical communication issues are discussed which effect the logical decentralization of control. Communication is considered to consist of the production and manifestation of signals. The observability of signals is the practical difference between the signal production and manifestation. Three factors of signal observability are presented: completeness, coherence, and latency.
