How did the Apostle Paul navigate the language differences in Corinth? In Contesting Languages: Heteroglossia and the Politics of Language in the Early Church, Ekaputra Tupamahu investigates Corinthian tongue-speech as a site of political struggle. Tupamahu demonstrates that conceptualizing speaking in tongues as ecstatic, unintelligible expressions is an interpretive invention of German romantic-nationalist scholarship. Instead, drawing on Mikhail Bakhtin's theories of language, Tupamahu finds two forces of language at work in the New Testament: a centripetalizing force of monolingualism, which attempts to force heterogeneous languages into a singular linguistic form, and a countervailing centrifugal force that diverse languages unleash. The city of Corinth in the Roman period was a multilingual city-a sociolinguistic context that Tupamahu argues should be taken seriously when reading Paul's directives concerning Corinthians "speaking in tongues". Grounding his reading of the texts in the experiences of immigrants who speak minority languages, Tupamahu reads Paul's prohibition against the use of tongues in public gathering as a form of cultural domination. This book offers a competing social imagination, in which tongues as a heteroglossic phenomenon promises a radically hospitable space and a new socio-linguistic vision marked by unending difference.

One of the most pressing issues in contemporary European societies is the need to promote integration and social inclusion in the context of rapidly increasing migration. A particular challenge confronting national governments is how to accommodate speakers of an ever-increasing number of languages within what in most cases are still perceived as monolingual indigenous populations. This has given rise to public debates in many countries on controversial policies imposing a requirement of competence in a ‘national’ language and culture as a condition for acquiring citizenship. However, these debates are frequently conducted almost entirely at a national level within each state, with little if any attention paid to the broader European context. At the same time, further EU enlargement and the ongoing rise in the rate of migration into and across Europe suggest that the salience of these issues is likely to continue to grow. This volume offers a critical analysis of these debates and emerging discourses on integration and challenges the assumptions underlying the new ‘language testing regimes’.

Language and Collective Mobilization analyzes the origins of communal conflict in five phases of Zanzibar's modern history. The first phase examines the implementation of British colonial control, focusing on the conversion of Zanzibar's subsistence farming economy to a cash-crop plantation complex.This first phase of colonial rule disrupted a variety of indigenous political and social institutions which traditionally promoted peace and stability. During subsequent phases of colonial rule, the British government devised political, economic and educational policies that promoted elite Arab rule at the expense of the majority Swahili- speaking population. Colonial authorities rendered illegal any attempts by Swahilis to organize political resistance, a rule which exacerbated anti-Arab animosity. Colonial rule ended in 1964, when Swahili-speaking Zanzibaris led a violent revolution against English command and Arab control. Having forced a variety of wealthy Arab and Indian communities off the island, Swahili revolutionaries allowed a small number of Indian merchants and a few Shirazi farmers to remain. Less than twenty years after the revolution, in this fifth phase of Zanzibar's political history, partisan conflict between the Shirazi and Swahili populations threatens to unleash a new rash of violence. The social climate mirrors the first phase of British rule, where economic stratification deepens and political tensions grow. The analysis offered in this book will find an audience in students, scholars, journalists, and policymakers interested in understanding so-called 'ethnic' conflict in Africa.

In Discourse and Power in a Multilingual World the discourse of politicians and policy-makers in Britain links languages other than English, and therefore speakers of these languages, with civil disorder and threats to democracy, citizenship and nationhood. These powerful arguments travel along ‘chains of discourse’ until they gain the legitimacy of the state, and are inscribed in law. The particular focus of this volume is on discourse linking ‘race riots’ in England in 2001 with the Nationality, Immigration and Asylum Act 2002, which extended legislation to test the English language proficiency of British citizenship applicants. Adrian Blackledge develops a theoretical and methodological framework which draws on critical discourse analysis to reveal the linguistic character of social and cultural processes and structures; on Bakhtin’s notion of the dialogic nature of discourse to demonstrate how voices progressively gain authority; and on Bourdieu’s model of symbolic domination to illuminate the way in which linguistic-minority speakers may be complicit in the misrecognition, or valorisation, of the dominant language.
