Seniority-based hierarchy (jouge kankei) is omnipresent in Japanese group dynamics. How one comports, depends on one’s status and position vis-à-vis others. To-date, no study shows what constitutes this hierarchy, where and when individuals growing up in Japan first come into contact with it, as well as how they learn to function in it. This book fills in the lacunae. Considering jouge kankei as a social institution and adopting a discourse analytic approach, this volume examines the ways in which institutional jouge kankei as an enduring feature of Japanese social life are created and reproduced. The monograph analyses how seniority-based relations are enacted, legitimised, transmitted, and reified by social actors through language use and paralinguistic discursive practices, such as the use of space, objects, signs, and symbols. It also looks at how established rules could be challenged. The empirical data on which findings are based are gathered through 10 months of ethnographic fieldwork from 2015 to 2018 in Japanese schools, with certain types of data (school club etiquette books and uniforms) being presented and analysed for the first time. This volume also shows continuity and change of jouge kankei from school to work.

El Zotz was a dynastic seat of the Classic period in Guatemala. The Pre-Columbian Maya were organized into a series of independent kingdoms or polities rather than unified into a single state. The vast majority of studies of Maya states focus on the apogee of their development in the classic period, ca. 250-850 C.E. As a result, Maya states are defined according to the specific political structures that characterized classic period lowland Maya society. The Origins of Maya States is the first study in over 30 years to examine the origins and development of these states specifically during the preceding preclassic period, ca. 1000 B.C.E. to 250 C.E. In this report the Work and Pensions Committee reiterates its call for the establishment of a Welfare Commission to create a fairer and simpler benefits system that claimants can understand and the Department of Work and Pensions (DWP) can administer more accurately. The report concludes that the vast majority of decisions DWP makes are accepted by claimants and lead to the right benefits being paid on time to those who are eligible. But the level of official error in the benefits system has increased substantially since 2000-01. The level of overpayments due to official error has risen from £0.4 billion (0.4 per cent of benefits paid) to £0.8 billion (0.6 per cent of benefits paid) in 2008-09. Although the Department has made great strides in reducing fraud, this increase in error should be a cause for concern. The report also highlights a worrying lack of response to scrutiny of the decision making and appeals (DMA) system by DWP. A former President of the Appeal Tribunals, Judge Robert Martin, felt his reports were effectively ignored, and there is evidence that the Decision Making Standards Committee lacks influence. There should be a much more constructive response to scrutiny. Another area that seems not to be working as effectively or as quickly as it should is the reconsideration process - the review of decisions - and the Department should examine this urgently.
