Book Description
The counties of Florida play a special role because of the settlement patterns of the state. Nearly half the population lives outside a city, and many others reside in a small municipality. For many citizens the local government they know and on which they depend is one of 67 counties. These units cover every inch of Florida and so every citizen is a county resident. The quality of life, then, depends very much on the functioning of these counties. They must be organized, managed, and financed so as to provide a huge variety of services to a society that is heavily urbanized. This book seeks to make the reader well aware of these obligations, and it introduces a companion principle, home rule. The counties must have the operating freedom and the resources to meet their responsibilities, and that flexibility must be provided by higher levels of government, particularly the State. The finances of counties, as well as other local governments, were being publicly debated in 2007-2008. Two chapters of this book provide important perspectives on the issues involved.

Book Description
Florida Constitutional Law, a casebook used throughout Florida since 1992, is now available in a new edition. This new edition updates, deepens, and refines its focus on an array of state constitutional points. The chapters include the functions of a state constitution and how the Florida constitution is amended; separation of power issues; the major constitutional limits on legislative power; the constitutional jurisdiction of the Florida courts, as well as the separation of powers limits on the courts that resemble the article III limits on federal judicial power; units of local government and their relationship to the state and each other; the major constitutional limitations on taxation and borrowing; a selected review of various sections of the Florida constitution's declaration of rights, including Florida's privacy guarantee (which is far more extensive than privacy under the United States Constitution), and Florida's homestead provision. The third edition retains the same clear organizational scheme as the first two. Although principally a casebook, the cases are stitched together with both text and problem sets. Four basic changes have been made: the depth of coverage has been increased; more explanatory text has been added to link the major edited cases together; additional chapter subheadings have been added; and new cases have been substituted for older ones.

Book Description
This work is a continuation of the Greenwood Press series of Reference Guides to the State Constitutions of the United States. The book provides a concise analysis of Florida's constitution and a detailed overview of the provisions and court decisions that concern the document. Written in a style inspired by Edward S. Corwin's The Constitution and What It Means Today, this is the first available single-volume work on the Florida constitution and is intended for use by students, lawyers, scholars, and citizens who seek a context for further research and an understanding of the basic powers of the state government and the rights of the people. Talbot D'Alemberte begins his work with an introduction that traces the long constitutional history of Florida, from its beginnings as a territory through the revision of the constitution of 1968 and subsequent amendments. Each of the constitution's twelve articles is then closely examined, with every subordinate section coming under specific discussion. The general article topics cover declaration of rights, general provisions, legislature, executive branch, judiciary, suffrage and elections, finance and taxation, local government, education, miscellaneous provisions, amendments, and schedule. The work concludes with a selected bibliography to help guide readers to more extensive treatments of special subjects, as well as a table of cases. This resource guide will be a useful tool for courses in constitutional law, state government, and the Florida bar exam, and a valuable addition to public, academic, and law libraries.
