The series of ISCIS (International Symposium on Computer and Information Sciences) symposia have been held each year since 1986, mostly in Turkey and occasionally abroad. It is the main computer science and engineering meeting organized by Turkish academics and was founded by Erol Gelenbe. Each year ISCIS attracts a signi?cant number of international participants from all over the world. The 19th ISCIS was organized by Bilkent University, Department of Computer Engineering, and was held in Kemer-Antalya, Turkey during 27–29 October 2004. For ISCIS 2004, a total of 335 papers went through the review process and a large number of high-quality papers competed for acceptance. DEXA 2005, the 16th International Conference on Database and Expert Systems Applications, was held at the Copenhagen Business School, Copenhagen, Denmark, from August 22 to 26, 2005. The success of the DEXA series has partly been due to the way in which it has kept abreast of recent developments by spawning specialized workshops and conferences each with its own proceedings. In 2005 the DEXA programme was co-located with the 7th International Conference on Data Warehousing and Knowledge Discovery [DaWaK 2005], the 6th International Conference on Electronic Commerce and Web Technologies [EC-Web 2005], the 4th International Conference on Electronic Government [EGOV 2005], the 2nd International Conference on Trust, Privacy, and Security in Digital Business [TrustBus 2005], the 2nd International Conference on Industrial Applications of Holonic and Multi-agent Systems [HoloMAS 2005], as well as 19 specialized workshops. These proceedings are the result of a considerable amount of hard work. Beginning with the preparation of submitted papers, the papers went through the reviewing process. This process was supported by online discussion between the reviewers to determine the final conference program. The authors of accepted papers revised their manuscripts to produce this fine collection. DEXA 2005 received 390 submissions, and from those the Program Committee selected the 92 papers in these proceedings. This year the reviewing process generated more than 1000 referee reports. The hard work of the authors, the referees and the Program Committee is gratefully acknowledged.

Annotation. The steadily increasing amount of traffic in the vicinity of their economical centers imposes great difficulties for most western countries. To reduce this steady increase, road pricing has proven to be an effective countermeasure. It has been introduced in different countries throughout the world, forcing people to consider alternative means of traveling. Since, for such measures to be effective, human behavior and social structures are deeply influenced, emotional political discussions have arisen. Considering the importance of such social changes as well as the complexity of techniques involved in a project like "Rekening Rijden", the academic community, having public responsibility, should respond when asked for advice. So, the advice given was to initiate an evaluation study that would include modeling & simulation as well as extensive validation. Cooperating closely with our university, the Dutch government performed a study including all these components, resulting in a thorough overview of the reliability of the techniques, needed to build a system like "Rekening Rijden". The university remained involved in the project until the end, developing the models & methods necessary to carry out the study. If in the future road pricing systems will be introduced, the results & analyses from this research, as well as the models & methods developed, will still be of full importance.
