In this report the Committee concludes that the Local Transport Act 2008 gives local authorities a range of tools to work with bus operators to improve local bus services and does not need updating. However, the Government and bus industry need to show more leadership to raise the standard of bus services with the introduction of multi-operator smartcards, service stability and passenger information. While some bus services are good, too often passengers are dissatisfied with the reliability of the service, the level of fares and the need to buy another ticket if the trip involves two bus companies. More competition among bus operators may improve services in some areas but many routes simply cannot sustain more than one operator. It is worrying that the Traffic Commissioners who are responsible for bus safety and punctuality monitoring appear to have insufficient resources to carry out these crucial roles as effectively as they would wish. Outside London, the quality of bus services depends on partnerships between local authorities and the bus operators. In a minority of areas, such as where local authorities take on responsibility for local rail services, bus franchising may be an appropriate option. These would require additional subsidy and sustained political commitment

"This publication elaborates on how the specific characteristics of the different transport subsectors affect the potential for expanding the role of competitive markets. It defines the principal challenges currently faced by the transport sector as a whole as: (i) the completion of basic infrastructure networks and (ii) the provision of adequate maintenance for them. Future challenges may include: (i) increasing responsiveness to customer needs, (ii) adjusting to global trade patterns, and (iii) coping with rapid motorization. These challenges highlight the need to reform institutional and transport policy in order to support a better quality of life on a sustained basis. Economic and financial sustainability requires that resources be used efficiently and that assets be maintained properly. Environmental and ecological sustainability requires that the external effects of transport be taken into account fully when public or private decisions are made that determine future development. Social sustainability requires that the benefits of improved transport reach all sections of the community. It is necessary to redefine the role of governments in the transport sector--the focus in transport policy must shift toward a market-based approach with the private sector taking on more of the responsibility for providing, operating, and financing transport services and infrastructure. The role of the government would therefore decline, but its importance as the enabler of competition and the custodian of environmental and social interests would increase. In 2009-10, public expenditure rose to 48 per cent of GDP whilst income fell to 37 per cent, resulting in the largest deficit in Britain's peacetime history. This Spending Review sets out how the Coalition Government will carry out its deficit reduction plan. Particular focus has been given to reducing welfare costs and wasteful spending. This has enabled the Coalition Government to prioritise the NHS, schools, early years' provision and the capital investments designed to support long term economic growth. Departmental budgets other than health and overseas aid will be cut by an average of 19 per cent over four years. Key areas of Annually Managed Expenditure (AME) in addition to Departmental Expenditure Limits (DELs) for each government department and for the devolved administrations are covered. The Review sets out departmental spending plans for the four years until 2014-15 and further savings and reforms to welfare, environmental levies and public service pensions. The Review protects high value transport maintenance and investment, maintains the science budget, invests in apprenticeships and the low carbon economy and allows universities to increase fees from the 2012-13 academic year. Fundamental reforms will simplify the welfare system and make net savings of �7 billion a year. Social housing will be reformed and social care will receive an additional �2 billion by 2014-15. Public service reform underpins the Review: decentralisation of power; cutting burdens and regulations on front-line staff; improving transparency, efficiency and accountability of local services. Local government will have greater freedom but must work within reduced allocations. Public sector pensions will be reformed in line with Lord Hutton's recommendations. Central government administration costs will be cut by 34 per cent by 2014-15. Government departments will produce business plans later in 2010 detailing reform plans and priorities.
