Whilst maritime studies tend to reflect the dominance of large navies, history shows how relatively small naval forces can have a disproportionately large impact on global events. From Confederate commerce raiders in the nineteenth century, to Somali pirates today, even the most minor of maritime forces can become a key player on a global stage. Examining a broad range of examples, this volume addresses the roles and activities of small navies in the past and the present at the national, regional and international level. In particular, it focusses on the different ways in which such forces have identified and addressed national and international security challenges and the way in which they interact with other navies and security agencies. In addition the collection also investigates the relationship of such navies with non-governmental organisations, institutions and bodies in pursuit of broader maritime goals, be they political, financial or environmental. This book studies recent attempts to restructure maritime security sectors through capacity building. It innovates both theoretically and empirically. It proposes a new framework for understanding maritime capacity building, drawing on work in peacebuilding and security sector reform. The framework is then applied across empirical case studies from the Western Indian Ocean (WIO) region written by scholars from the Global South. The WIO region is a paradigmatic case to study maritime security and capacity building in action. Countries in the region face the full gamut of maritime security challenges, while their indigenous capacities to deal with these are often weak. In consequence, the region functions as an engine of innovation for maritime capacity building more widely. Habits of Highly Effective Maritime Strategists is a deliberately compact work aimed at both current and aspiring strategists, especially those who concern themselves with strategy at sea, and at those who work for or alongside them. The volume is meant to help strategic leaders know and educate themselves, two of the most important enterprises in the field of leadership. James R. Holmes reaches back to the classics of philosophy--especially to the works of Aristotle, the founder of the Lyceum--to posit that strategy is a habit. Rather, he writes, it involves cultivating a family of habits. To excel at strategy, one should learn what excellent strategists do and practice that ritual each day. Repetition helps the strategist find virtue, which Aristotle defined as the "golden mean" between the extremes of some trait, while shunning vice, the excess or deficiency of that trait. Over time, it becomes second nature to take the long view of national political and strategic ends; marshal diplomatic, economic, and military resources; and devise ways to put those resources to work for strategic gain. The classics of strategy feature prominently in this work. The canon sets forth concepts worth mastering. For instance, Carl von Clausewitz exhorts strategists to amass superior forces at the decisive place and time while abjuring secondary commitments that scatter resources about the map and risk leaving each force too weak to accomplish its goal. In a similar vein Alfred Thayer Mahan devises a formula for sizing fleets to overpower foes in important waters or coastal zones. Sun Tzu espouses the "indirect approach" to strategy, and B. H. Liddell Hart and J. C. Wylie join the classical Chinese general in his advocacy. In the ideal case strategists not just learn but internalize these concepts. Harnessing them in the real world becomes effortless.

Paine's writings bolstered the morale of the American colonists, appealed to the English people's consideration of the war with America, clarified the issues at stake in the war, and denounced the advocates of a negotiated peace. Often known as simply The Crisis, there are sixteen pamphlets in total which Paine signed with the pseudonym, "Common Sense." Thomas Paine (1737-1809) was an English-American political activist, philosopher, political theorist, and revolutionary. One of the Founding Fathers of the United States, he authored the two most influential pamphlets at the start of the American Revolution, and he inspired the rebels in 1776 to declare independence from Britain. Paine's ideas reflected Enlightenment-era rhetoric of transnational human rights.
