Book Description
The purpose of this work is to identify and examine the disconnects in designing, testing, and using Command, Control, Communications, and Intelligence (C4I) Systems, investigate their causes and effects, and determine what can be done about them. To accomplish these purposes, experts involved with researching and analyzing, designing and developing, testing and evaluating, and managing, operating, and using C4I systems offered their thoughts on the subject in structured interviews. These experts represented the military, academic, and commercial C4I communities including the Department of Defense, the Joint Staff, and the Army, Navy, and Air Force Staffs. In this work, the experts' opinions blended well with a review of the literature.

This work identifies and examines the disconnects in designing, testing, and using Command, Control, Communications, Computers, and Intelligence (C4I) Systems, investigates their causes and effects, and determines what can be done about them. Experts involved with C4I system offered their thoughts on the subject in structured interviews. These experts represented the military, academic, and commercial C4I communities. The intent is to identify the main, overriding issues that dominate current thinking about C4I systems. The selective sample of experts and the literature review discovered eighteen major disconnects which are listed in the conclusions and discussed throughout the report. Command and control systems, Command, Control, Communications intelligence (C4I) systems, Design, Test, Use, Requirement Architecture, Standards, Automation, Measurement.

Book Description
Command Control, Communications, Computers and Intelligence (C4I) community has been in the midst of a revolution since the onset of DESERT SHIELD/DESERT STORM. Using multimedia real-time, fully integrated command and control, this revolution seeks to exploit the adversary's command and control and operate within their decision cycle. This race has no limits in leveraging commercial technologies and services, international commercial data protocol standards and the latest innovations in information transfer technology. It also appears to have no pause for reassessment and course correction of the Strategy along the way. The focus is on the opportunities, which do abound, with a lack luster appreciation for the inherent risks associated with being on the cutting edge of technology. The Warfighter needs to stay engaged to ensure the retains the capability to command and control his forces during the transitional phase of this C I revolution and into the future. Pushing the technological envelope to provide a force multiplier to compensate for reductions in personnel, funding, weapons and information infrastructure must be balanced with the continued operation of the present (legacy) communications systems to provide a safety net for deployed forces.

Book Description
Rapid progress in information and communications technologies is dramatically enhancing the strategic role of information, positioning effective exploitation of these technology advances as a critical success factor in military affairs. These technology advances are drivers and enablers for the "nervous system" of the militaryâ€"its command, control, communications, computers, and intelligence (C4I) systemsâ€"to more effectively use the "muscle" side of the military. Authored by a committee of experts drawn equally from the military and commercial sectors, Realizing the Potential of C4I identifies three major areas as fundamental challenges to the full Department of Defense (DOD) exploitation of C4I technologyâ€"information systems security, interoperability, and various aspects of DOD process and culture. The book details principles by which to assess DOD efforts in these areas over the long term and provides specific, more immediately actionable recommendations. Although DOD is the focus of this book, the principles and issues presented are also relevant to interoperability, architecture, and security challenges faced by government as a whole and by large, complex public and private enterprises across the economy.

Book Description
This study examines whether coalition command, control, communications, computer, and intelligence (C4I) systems interoperability is the next logical step for the US beyond joint interoperability. This study uses US experiences in the Korean War, DESERT SHIELD/STORM, Operation JOINT ENDEAVOR, plus past research to analyze and establish currents trends, patterns, and gaps in coalition interoperability. It is clear from previous operations and past research that the US, allies, and coalition partners have not mastered coalition C4I systems interoperability. In order to achieve coalition C4I systems interoperability, this study recommends a course of action (COA) to rely on common US C4I systems or adopt common technical standards to ensure coalition interoperability in the acquisition of C4I systems. Adopting this COA allows alliance and coalition partners to either purchase US C4I systems or design and procure C4I systems that will be interoperable based on common technical standards. Future operations will be multinational and coalition interoperability will be paramount to success. Training programs, combined exercises, military-to-military contacts, foreign military sales, coalition doctrine, modularity, the global grid, and Radiant Mercury (a tool for multilevel security) formulate conditions for success, thus making coalition interoperability the next logical step beyond joint interoperability when designing, procuring, and build US C4I systems.

Book Description
For this reason, C4I is more important than ever, and a critical element in ensuring that the Air Force can in fill its mission. Our military forces, although reduced in size must be highly flexible, globally responsive, and at times deadly precise. They must operate successfully in high threat, high technology environments, and in new missions such as humanitarian assistance where the threat and technology may be low but still potentially deadly. With revolutionary C4I technologies, we can achieve information superiority; responding accurately and effectively to the rapidly changing international scene and controlling both the increasing instability of the battlefield, and the likely sophistication of our adversaries.
