Emplacing East Timor explores the relationship between the cycle of regime change and that of knowledge production, offering an alternative framework to periodize the history from the 1850s to the 2010s. Kisho Tsuchiya shows that the prevailing perceptions of East Timor have been shaped by large-scale wars, postwar consolidation, and the dominance of foreign observers. The transitions that construct what we know about East Timor have followed the rhythm of devastating violence and regime transformations. Playing a role as well are personal, institutional, and geopolitical interests and the creativity of Timorese and foreign observers. Acknowledging this cycle, Tsuchiya interweaves narrative of crucial events and political movements with an analysis of Timor’s connections to global circulations and historical transitions. He traces key persons and communities that shaped the contour of East Timor—from Portuguese colonial officers to anthropologists, Japanese occupiers to Australian activists, and Timorese poets to revolutionaries. Their experiences and imaginations of (East) Timor have been expressed through scholarly works, secret documents, policy statements, ceremonies, revolutionary songs, and museums. Using multi-archival historical research, the author introduces sources in several languages and provides missing links, including secret documents in Portuguese archives and the National Archives of Timor-Leste, Japanese wartime sources, and Timorese sources in the Archives of Timorese Resistance. Focusing on rural development and environmental management, this book brings together the detailed history of development in East Timor under two colonial regimes and under the contemporary conditions of national independence. It addresses two comparative areas of development: across the three political regimes and across four case studies of projects delivered by various national or international development agencies in independent East Timor. Employing an original classificatory framework for kinds of approaches to development – coercive orders, mandated orders, negotiated orders – the book covers the plantation-centred development of Portuguese Timor as a European colony and the integration-oriented development of ‘Timor Timur’ as Indonesia’s 27th province. It examines the neoliberal ‘democratic’ development of East Timor (or Timor-Leste) in the current context of state and nation-building, before drawing on case studies to investigate how development proceeds as a negotiation between authoritative state, non-state and international actors and local people who need to adapt development and conservation projects to suit their lived realities. This monograph places the science and ideology of eugenics in early twentieth century Portugal in the context of manifestations in other countries in the same period. The author argues that three factors limited the impact of eugenics in Portugal: a low level of institutionalization, opposition from Catholics and the conservative nature of the Salazar regime. In Portugal the eugenic science and movement were confined to three expressions: individualized studies on mental health, often from a 'biotypological' perspective; a particular stance on racial miscegenation in the context of the substantial Portuguese colonial empire; and a diffuse model of social hygiene, maternity care and puericulture.

"In 1511, a Portuguese expedition under the command of Afonso de Albuquerque arrived on the shores of Malacca, taking control of the prosperous Malayan port-city after a swift military campaign. Portugal, a peripheral but then technologically advanced country in southwestern Europe since the latter fifteenth century, had been in the process of establishing solid outposts all along Asia’s litoral in order to participate in the most active and profitable maritime trading routes of the day. As it turned out, the Portuguese presence and influence in the Malayan Peninsula and elsewhere in continental and insular Asia expanded far beyond the sphere of commerce and extended over time well into the twenty-first century.
