This book fills an existing academic literature gap by providing a sound and synthetic analysis on the process of European Territorial Cooperation over the last 30 years. This follows from the support from the former EU INTERREG Community Initiative, since 1989, later transformed into the second main goal of EU Cohesion Policy, by 2007: European Territorial Cooperation - ECT. In order to present the ECT process in a more comprehensive manner, and to be the main literature reference regarding this process in the decades to come, this book is divided into four different sections and 12 chapters. The first section summarizes the main impacts and added-value from ETC experiences while proposing the elevation of the ETC goals within EU Cohesion Policies. The second section addresses the process of cross-border cooperation, and namely its impact in reducing border obstacles and supporting ever growing number of cross-border entities. Coherence, connectivity and the fitting together of smaller parts into larger structures and a coherent whole is the hallmark of complex biologically-based systems. As a structure-internal constraint, coherence makes it possible for the parts to work together as a whole. As an external constraint, it lets complex system evolve and adapt to novel contexts. As a constraint on information processing, it makes new knowledge accessible to the maturing, learning or evolving mind-brain. As a constraint on cultures, it enables members of social groups to be empathic and cooperative. As a constraint on language and communication, lastly, it allows the mind of speakers to be accessible to the mind of hearers. Part I explores first the role of coherence in the evolution of complex biological design, from precellular to mono-cellular to multi-cellular to multi-organ sentient beings. The complex hierarchic design of the mind-brain is explored next, probing the coherent organization of major brain systems—perception, attention, motor control, memory and language. In surveying the coherence of cultures next, the first-evolved Society of Intimates is viewed as the model for social cohesion, empathy, trust and cooperation. Part II deals with language and communication, touching upon the coherent organization of semantic memory, event clauses and clause chains, and the central role of grammar in coherent communication. Part III deals with three general issues. First, the role of coherence in organized science. Second, the eternal seesaw of selfish vs. social motivation in coherently functioning cultures. The book first examines some radical new directions in Korea's regional policies instigated by the newly established permanent Presidential Commission of Regional Development. The existing nine provinces and seven 'Special Cities' (i.e. metropolitan areas), will yield considerable power and budget authority to seven new mega-regions. Many of the ideas behind the new policies (such as territorial cohesion, regional innovation and regional competitiveness) were inspired from abroad, especially Europe. There are also changes at the lower urban scale to modify Korea's traditional top-down strategies. Previous policies, named ?balanced national development', were targeted at undermining Seoul by redistributing activities, including government, to other parts of the country under the zero sum game assumption. The new policies aim to benefit both the Capital Region and other mega-regions under a ?win-win' assumption. The book evaluates these approaches. This book questions how policies for the metropolis become Europeanised. The book analyses how spatial concepts and political ideas permeate the European multi-level system. Through an interpretive comparison of five contexts, the book provides an overview of the European orientation tracing two interdependent developments. First, the book examines references to ‘Europe’ in national and subnational policies. In French and German policies, metropolitan regions are increasingly framed as being central not only for inter-municipal coordination, but also as nodes within the European space. Moreover, Europeanised metropolitan regions such as Lyon and Stuttgart develop European strategies. The second development shows how metropolitan regions appear as actors and issues in the European policy arena, contributing to a tentative and implicit metropolitan dimension. This multi-scalar analysis is of interest for scholars and practitioners specialised in metropolitan regions, European urban and regional policies, geography and related areas.
