Counterinsurgency is a doctrine premised on winning the population of a nation-state over to the government’s side. Counterinsurgency is also associated with a continuing presence of military forces for long periods and significant aid expenditures. As such, it is a curious strategy to employ in the midst of wars seen as failing and when the population has turned against the conflict. This book examines counterinsurgency’s emergence in Vietnam, Iraq, and Afghanistan in order to understand how it is employed in the midst of these perceived war fighting failures. In doing so, it thinks of strategy as narrative that describes how actions will result in better future effects. In so doing, this book traces the ways in which the strategy making process overcomes fragmentation to produce consensus. It concludes that through the examination of how actors, analogies, and narratives are produced and deployed into strategy debates, the reasons for counterinsurgency’s emergence in crisis periods can be determined. This approach enables a better understanding of the dynamics of policy-making and how geostrategic change occurs.

This book seeks to decolonize practices of arms control and disarmament. In this endeavor it seeks to problematize our understanding of time and civilization as rhetorical resources. The need for such an undertaking can be premised on the claim that while problems of modernity, ethnocentrism and universalism are now a central concern within the field of international relations, these ideas are scarcely debated or contested within the field of arms control and disarmament. The singular focus on technological innovations and specific policy-oriented agreements in practices of arms control and disarmament appears to stymie the need for such engagements. This book is an invitation to explore intersecting discourses on colonialism, racialism, nationalism and humanitarianism within a historically grounded terrain of weapons control. An understanding of these practices is vital not to prescribe any standards of civilization or exceptionalism in weapons control but to be cognizant through critique of the dangers embedded in any effort at reconstellating the constitutional nuclear order.

This book examines the South China Sea territorial disputes from the perspective of international order. The authors argue that both China and the US are attempting to impose their respective preferred orders to the region and that the observed disputes are due to the clash of two competing order-building projects. Ordering the maritime space is essential for these two countries to validate their national identities and to achieve ontological security. Because both are ontological security-seeking states, this imperative gives them little room for striking a grand bargain between them. The book focuses on how China and the US engage in practices and discourses that build, contest, and legitimise the two major ordering projects they promote in the region. It concludes that China must act in its legitimation strategy in accordance with contemporary publicly accepted norms and rules to create a legitimate maritime order, while the US should support ASEAN in devising a multilateral resolution of the disputes.
