The main strength of the 'National Strategy for Roma Equality, Inclusion and Participation 2021-2030' (NRSF) in Spain is its inclusion of the fight against antigypsyism as a cross-cutting issue, representing an advance on the 'National Roma Integration Strategy 2012- 2020' (NRIS). However, we observe shortcomings relating to the commitment implicit in the 'EU Roma Strategic Framework for Equality, Inclusion and Participation 2020-2030' (EURSF) to the creation of indicators which can provide the data necessary for the design of effective public policies, as well as the funding and monitoring of the achievement of objectives set out in it. The significant delay in drafting the first Operational Plan presents an obvious difficulty, given that it will not be approved before September or October 2022. This will be almost a year after the approval of the NRSF, and 22 months after it nominally came into force.

For the first time, the French government has succeeded in creating a national strategy that complies with both French national interests as well as the requests of the European Commission. It has used inputs from Roma civil society. No official evaluation of the previous strategy has taken place that could have provided more specific guidance regarding lessons learned. Despite this, noticeable improvements have taken place. Within the new National Roma Strategic Framework (NRSF), the former approach of emphasising national security, forced evictions, and the destruction of slums, which affects migrant Roma from Romania and Bulgaria, has been replaced with one that focuses on social inclusion. Unfortunately, we cannot say the same regarding the Gens du Voyage, in relation to whom national security concerns seem to remain an obstruction with respect to enforcing the law on stopping places.

As a Member State of the European Union, Romania has committed to contributing to meeting the objectives of the EU Roma Strategic Framework for Equality, Inclusion and Participation. This is reinforced in the context of the strategic planning of a new funding framework for the period 2021-2027. Also, the governmental focus on the National Programme for Resilience and Recovery during 2021 left the Roma issue, again, very low on the public agenda priorities.

Several organisations of Sinti and Roma and those working with them were interviewed for the purpose of this report. This monitoring report relies on qualitative secondary research analysis of studies and policy literature, as well as on interviews with stakeholders. The following documents have been analysed: policy documents, parliamentary enquiries, reports from municipal administrations, civil society organisations (CSOs), and studies of research centres. Twenty-two semi-structured interviews were conducted with representatives of organisations of Sinti and Roma, other CSOs, ministries, regional and local governments, and administrations and researchers. Two focus groups on participation and youth were carried out, gathering together representatives from Roma activists from seven cities.
