Debates over the appropriate course of action have been defined by two poles: building more housing or enacting stronger tenant protections. These options are often treated as mutually exclusive, with support for one implying opposition to the other. Shane Phillips believes that effectively tackling the housing crisis requires that cities support both tenant protections and housing abundance. Latino City explores the transformation of Lawrence, Massachusetts, into New England's first Latino-majority city. Like many industrial cities, Lawrence entered a downward economic spiral in the decades after World War II due to deindustrialization and suburbanization. The arrival of tens of thousands of Puerto Ricans and Dominicans in the late twentieth century brought new life to the struggling city, but settling in Lawrence was fraught with challenges. Facing hostility from their neighbors, exclusion from local governance, inadequate city services, and limited job prospects, Latinos fought and organized for the right to make a home in the city. In this book, Llana Barber interweaves the histories of urban crisis in U.S. cities and imperial migration from Latin America. Pushed to migrate by political and economic circumstances shaped by the long history of U.S. intervention in Latin America, poor and working-class Latinos then had to reckon with the segregation, joblessness, disinvestment, and profound stigma that plagued U.S. cities during the crisis era, particularly in the Rust Belt. For many Puerto Ricans and Dominicans, there was no "American Dream" awaiting them in Lawrence; instead, Latinos struggled to build lives for themselves in the ruins of industrial America.

In this eye-opening cultural history, Brian Tochterman examines competing narratives that shaped post–World War II New York City. As a sense of crisis rose in American cities during the 1960s and 1970s, a period defined by suburban growth and deindustrialization, no city was viewed as in its death throes more than New York. Feeding this narrative of the dying city was a wide range of representations in film, literature, and the popular press — representations that ironically would not have been produced if not for a city full of productive possibilities as well as challenges. Tochterman reveals how elite culture producers, planners and theorists, and elected officials drew on and perpetuated the fear of death to press for a new urban vision. It was this narrative of New York as the dying city, Tochterman argues, that contributed to a burgeoning and broad anti-urban political culture hostile to state intervention on behalf of cities and citizens. Ultimately, the author shows that New York’s decline — and the decline of American cities in general — was in part a self-fulfilling prophecy bolstered by urban fear and the new political culture nourished by it.
