The greater importance of the upper country was further recognized by measures for enlarging occupation by founding a third presidio, at San Francisco, with a mission attached, and for aiding it by reenforcements, and by colonization. The first foundation in 1777 was the now prominent town of San J os , which set a laudable example to the mission farms by under taking the first irrigation work of any magnitude.
