China’s change to a new model of growth, now called the ‘new normal’, was always going to be hard. Events over the past year show how hard it is. The attempts to moderate the extremes of high investment and low consumption, the correction of overcapacity in the heavy industries that were the mainstays of the old model of growth, the hauling in of the immense debt hangover from the fiscal and monetary expansion that pulled China out of the Great Crash of 2008 would all have been hard at any time. China's strong economic growth occurring alongside modernization across the great majority of Asian societies has created what many see as a transnational space through and by which not only economic, social and cultural resources, but also threats and crises flow over traditional political boundaries. The first section of the work lays out a clear conceptual framework. China should complete its transition to a market economy through enterprise, land, labor, and financial sector reforms, strengthen its private sector, open its markets to greater competition and innovation, and ensure equality of opportunity to help achieve its goal of a new structure for economic growth. These are some of the key findings of China 2030, a joint research report by a team from the World Bank and the Development Research Center of China s State Council.
