In the last two decades of the 20th century, China stood out as the world''s star performer in economic growth, thanks to the market-oriented reform that started in 1978. At the turn of the century, the Chinese economy faces a series of challenges to sustain its growth and stability. This book demonstrates that civil-military relations have evolved beyond symbiosis to quasi-institutionalization in post-Deng Xiaoping China. As the People’s Liberation Army (PLA) is a Leninist party-army, it is commonly assumed that the relationship between the Chinese Communist Party (CCP) and the PLA is symbiotic and institutional boundaries based on a clear functional division of labor are absent between the two. This symbiosis suggests that the primary role of the PLA is in China’s domestic politics; it is to participate in intra-CCP leadership power struggle and in defending the CCP regime against popular rebellions from within Chinese society. By analyzing major changes in the functions of the PLA political commissar system, the extent of the PLA involvement in the power struggle of the CCP leadership, and the circulation of elites across civil-military institutional boundaries, this book offers a new theoretical explanation of civil-military relations in China. It also discusses the implications of the findings for China’s domestic politics and foreign policy.

Francis Snyder shows how the 2008 melamine infant formula crisis led to China’s first food safety law and new food safety standards, substantial reforms in government policy and closer relations with international organisations. He also identifies current and future challenges and makes recommendations for dealing with them. Chinese food safety law today is influenced strongly by cross-border factors. While transnational regimes help to shape domestic decisions, many institutions deeply embedded in Chinese society have played key roles in this transformation. Current accounts of China’s global rise emphasize economics and politics, largely neglecting the cultivation of China’s people. Susan Greenhalgh, one of the foremost authorities on China’s one-child policy, places the governance of population squarely at the heart of China’s ascent. Focusing on the decade since 2000, and especially 2004–09, she argues that the vital politics of population has been central to the globalizing agenda of the reform state. By helping transform China’s rural masses into modern workers and citizens, by working to strengthen, techno-scientize, and legitimize the PRC regime, and by boosting China’s economic development and comprehensive national power, the governance of the population has been critically important to the rise of global China. After decades of viewing population as a hindrance to modernization, China’s leaders are now equating it with human capital and redefining it as a positive factor in the nation’s transition to a knowledge-based economy. In encouraging “human development,” the regime is trying to induce people to become self-governing, self-enterprising persons who will advance their own health, education, and welfare for the benefit of the nation. From an object of coercive restriction by the state, population is being refigured as a field of self-cultivation by China’s people themselves.
