Chile’s energy policy has evolved dynamically in recent years. In response to changes in the domestic and international environment, significant institutional and policy reforms as well as major infrastructure projects have been carried out. The National Energy Policy 2050 was adopted in 2015, following an exceptionally inclusive public consultation. The electricity sector, in particular, has developed quickly. This second review of Chile’s energy policies by the International Energy Agency finds that the country has emerged as a world-class destination for solar and wind energy developers. New legislation encourages investment in generating capacity across the electricity sector. The expanded role of the state in energy planning has helped to boost project development, especially in electricity transmission. The country now also has an interconnected national electricity system. Integrating growing shares of variable renewable energy requires a flexible power system. More transmission infrastructure, storage, and demand-side response are needed. The government should now ensure that the electricity market design and infrastructure facilitate the integration of solar and wind power. By exploiting its vast renewable energy potential, Chile can help reduce electricity prices and dependency on fuel imports. Renewables and energy efficiency can also help limit carbon emissions and air pollution. Chile should make more use of mandatory energy performance standards for products, equipment, vehicles and buildings. Efficient and clean use of firewood and alternative heating technologies can be supported through policies, regulation and financial incentives. Energy and climate aspects should also be an integral part of the long-term policies for transport and urban development.

After a long running reform process of its electricity market in the early eighties and the end of the dictatorship, Chile has shown a rapid growth that is coupled with a growing energy needs. Historically important stages are briefly described, with a short overview of the current energy policy framework. Chile has a, due to its geographical location and diversity, high potential for various renewable energy sources. These potentials are described for solar, wind, hydro, biomass, geothermal and ocean energy, supported by numerous legislative decisions, such as the Law on Renewable Energies of 2008, which underpins the path towards the use of these resources. To what extent these measures are sufficient to overcome the energy shortages Chile has experienced, to ensure energy security is dicussed in the last section of this paper.

Consumer (co-)ownership in renewable energy (RE) is essential to the overall success of Energy Transition. In June 2018, the European Union agreed on a corresponding enabling framework as part of a recast of the Renewable Energy Directive (RED II). The transposition of these comprehensive rules – in particular those on local RE communities – requires developing, implementing and rolling out business models that broaden the capital participation of consumers. The challenge is to include municipalities and/or commercial investors like SMEs and advance to economies of scale while retaining the benefits of individual consumer participation. This book is addressed to energy consumers in local communities, their municipalities and to the policy makers who represent them. Additionally, non-EU countries, in particular those where rural areas have limited access to energy, e.g. in Asia, Africa and Latin America, may be interested in the benefits of consumer ownership. While demand for energy in developing countries is growing, access to energy is crucial for improving the quality of life. The editor of this book presents a new model of consumer ownership in RE for both the EU and countries worldwide. Part One describes the rationale for consumer ownership in RE with regard to social, organizational, legal and financial conditions. Part Two discusses the issue of financing RE and introduces a new financing technique, the Consumer Stock Ownership Plan (CSOP), comparing it to traditional models. Part Three provides 18 country studies from Europe, North America, South America and Asia, organized so as to enable a cross-country comparison of policy approaches and feasibility. Policy recommendations are based on the results of this survey.
