This volume presents research from an international, interdisciplinary, and intersectoral research project in which 15 doctoral researchers explored a range of issues related to the life-course experiences of children born of war in 20th-century conflicts. Children Born of War (CBOW), children fathered by foreign soldiers and born to local mothers during and after armed conflicts, have long been neglected in the research of the social consequences of war. Based on research projects completed under the auspices of the Horizon2020-funded international and interdisciplinary research and training network CHIBOW (www.chibow.org), this book examines the psychological and social impact of war on these children. It focusses on three separate but interrelated themes: firstly, it explores methodological and ethical issues related to research with war-affected populations in general and children born of war in particular. Secondly, it presents innovative historical research focussing specifically on geopolitical areas that have hitherto been unexplored; and thirdly, it addresses, from a psychological and psychiatric perspective, the challenges faced by children born of war in post-conflict communities, including stigmatisation, discrimination, within the significant context of identity formation when faced with contested memories of volatile post-war experiences. The book offers an insight into the social consequences of war for those children associated with the ‘enemy’ by virtue of their direct biological link.

In a political climate that holds limited promise for addressing the issue of child recruitment, Child Soldiers and Transitional Justice: Protecting the Rights of Children Involved in Armed Conflicts challenges the trend towards a narrow focus on recruitment and use of the child, and seeks to contribute to more effective prevention and responses that offer the child a chance of recovery, reconciliation and reintegration. This book adapts existing theoretical frameworks of transitional justice in order to analyse child recruitment, with a view to demonstrating how a society can address the issue in a holistic way. It systematises relevant knowledge across a wide range of legal fields to allow for greater understanding of the law and principles, and a more informed basis for practical engagement with transitional justice mechanisms. Delving deep into the travaux preparatoires of each of the fundamental legal instruments, the author analyses their evolution, spanning humanitarian law, human rights law, criminal law, and other aspects of public law, including peace agreements and action plans developed with armed groups and forces. He provides a particular focus on and in-depth analysis of the Lubanga case, and its implications for other components of transitional justice. The findings highlight arguments for placing child recruitment firmly on the transitional justice agenda. By considering child recruitment against a transitional justice framework, the book allows a detailed understanding of the distinct but complementary components - rule of law, criminal justice, historical justice, reparatory justice, institutional justice, and participatory justice - and reveals the untapped potential in interactions between different areas of transitional justice. About the author Bo Viktor Nylund is a protection and legal practitioner who has focused on state and non-state actor responsibility and accountability throughout his career. Since 1986, the Acholi people of northern Uganda have lived in the crossfire of a violent civil war, with the Lord’s Resistance Army and other groups fighting the Ugandan government. Acholi have been murdered, maimed, and driven into displacement. Thousands of children have been abducted and forced to fight. Many observers have perceived Acholiland and northern Uganda to be an exception in contemporary Uganda, which has been celebrated by the international community for its increased political stability and particularly for its fight against AIDS. These observers tend to portray the Acholi as war-prone, whether because of religious fanaticism or intractable ethnic hatreds. In Living with Bad Surroundings, Sverker Finnström rejects these characterizations and challenges other simplistic explanations for the violence in northern Uganda. Foregrounding the narratives of individual Acholi, Finnström enables those most affected by the ongoing “dirty war” to explain how they participate in, comprehend, survive, and even resist it. Finnström draws on fieldwork conducted in northern Uganda between 1997 and 2006 to describe how the Acholi—especially the younger generation, those born into the era of civil strife—understand and attempt to control their moral universe and material circumstances. Structuring his argument around indigenous metaphors and images, notably the Acholi concepts of good and bad surroundings, he vividly renders struggles in war and the related ills of impoverishment, sickness, and marginalization. In this rich ethnography, Finnström provides a clear-eyed assessment of the historical, cultural, and political underpinnings of the civil war while maintaining his focus on Acholi efforts to achieve “good surroundings,” viable futures for themselves and their families.

The amount of international research on 'Children and War' carried out by academics, governments and non-governmental organizations has continually increased in recent years. At the same time there has been growing public interest in how children experience military conflicts and how their lives have been affected by war and its aftermath. In light of the many brutal post-colonialist civil wars or 'new wars', especially in Africa and Asia, child soldiers have in particular gained increased attention. Simultaneously, since the 1990s, the history of the Holocaust and World War II has also increasingly been written from the perspective of children; those who speak out now and publish their memoirs experienced the Holocaust as children. A similar generational change has also taken place in the societies of the perpetrators: Germans and Austrians who experienced the war as children took over the role of war witnesses from the soldiers of the German Wehrmacht. Moreover, intensified focus on children's experiences and their strategies for dealing with what they went through is evident in Eastern Europe as well. In Children and War: Past and Present Volume II scholars from different academic disciplines, practitioners in the field, and representatives of government and non-governmental institutions present a further selection of studies in this sensitive subject from different angles and in various methodological ways.
