The Committee's report examines the Government's proposals for the establishment of Child Trust Funds or 'baby-bonds", as set out in the Child Trust Funds Bill (HCB 1, session 2003-04; ISBN 0215703278) published in November 2003. Under the provisions of this Bill, all children in the UK born from 1st September 2002 will receive a Government endowment of £250 and children in families receiving full Child Tax Credit will be eligible for an additional £250. The Child Trust Fund account will be in the child's name, who will have unrestricted access to the account from the age of 18 years old. Family and friends will be able to contribute up to £1,200 a year to the fund, with all income and capital growth exempted from tax. The aim of the programme is to promote the benefits of saving and investing, and to ensure that all children have a financial asset at the start of their adult life to invest in their future. The Committee concludes that this ambitious scheme has the potential to make a significant impact on people's attitude to saving. However, as it involves a significant expenditure commitment from this Government, as well as its successors, it is vital that the Government gets the details and implementation of the scheme right.

The Government has announced its intention to merge the Inland Revenue and HM Customs and Excise departments into a single department, to be called HM Revenue and Customs, in line with the recommendations of the O'Donnell report ('Financing Britain's future: review of the Revenue departments, Cm 6163; ISBN 0101616325) published in March 2004. The Committee's report examines the case for merger; expected costs and benefits; risks; legislation: confidentiality and powers of the new department; tax policy-making; and ministerial accountability. The Committee supports the decision in principle and looks forward to a detailed analysis of expected costs and benefits being carried out as soon as practicable, and also supports the introduction of new accountability arrangements. However, the fact that the Executive Chairman will report to three Treasury Ministers on various aspects of the new department's work appears unnecessarily cumbersome, and recommends that this should be reviewed in light of practice once the new department has been created.

The Committee commends the Government's response to these earlier reports, but sets out some 33 conclusions and recommendations, including: the development of a wider range of savings options for lower income households; more protection for consumers from the risks relating to prepayment systems, such as Christmas savings schemes; the launch of a targeted national Saving Gateway scheme with the Government matching savings by low-income individuals with its own contributions; a renewed commitment from the Government to the reform and future funding of the Social Fund; the Committee commends the Government's consultation process on changes to legislation within which credit unions operate, and the possible renaming of credit unions to "community banks", the Committee further recommends that such bodies should be able to pay interest on savings.

In light of the recommendations of the Crick report on citizenship education ('Education for citizenship and the teaching of democracy' which can be downloaded at http://www.qca.org.uk/downloads/6123_crick_report_1998.pdf) published in September 1998, the subject was introduced into the school curriculum in 2002, on a compulsory basis for secondary schools and as part of the non-statutory framework for primary schools. The Committee's report assesses the progress made during the last four years to deliver quality citizenship programmes and examines the barriers that exist to its successful implementation. It finds that, when well done, citizenship education motivates and inspires young people, but the quality and extent of these programmes are still inconsistent across the country. This patchiness needs to be tackled head-on, and progress accelerated, requiring strong support from the DfES and Ministers as well as action from those on the ground. The Committee welcomes the Government's decision to accept the recommendations of the report by Sir Keith Ajegbo which highlighted the need for citizenship curriculum to have a closer focus on issues of identity, diversity and belonging. More can be done to disseminate between settings good practice information about approaches that are working in other institutions, particularly in relation to 'whole-school' (or college) approaches that develop opportunities for active citizenship, although it is essential that programmes are locally-owned and relevant to the particular context. The development of the workforce is also important to the success of citizenship education, and although the expansion of the Continuing Professional Development (CPD) citizenship certificate programme is welcome, more resources are needed to develop capacity in initial teacher training places for citizenship education.
