The purpose of this Congressionally authorized study was to investigate solutions for the many water resources problems in the Metropolitan Chester Creek Basin in Chester and Delaware Counties, Pennsylvania. In compliance with local desires, the study was redirected from a comprehensive undertaking to a flood control and flood plain management effort. Periodic flooding has occurred since the Basin was first settled in 1643. The worst flood occurred on 13 September 1971. It flooded over 130 businesses and 730 homes, caused $26,138,000 in damages, and resulted in the loss of eight lives. Total average annual damages in the Basin are estimated at $720,300 in 1978 and projected to reach $1,199,000 by 2035. About 66% of the projected increase is due to increases in storm runoff from future land development of the upland areas. Over half of the damages occur in the older communities of the City of Chester, Upland Borough and West Chester Borough. The District Engineer has concluded that Chester and Delaware Counties and their municipalities should develop a flood plain management program for the Basin, and that they should establish a maintenance program to clear debris and sediment from under bridges across the Chester Creek and tributaries.

As the American River flooded, its banks were leveed, and its course was corrected to allow for further settlement and industry. Sacramento, in a feat of civic engagement, raised its business district above the floodplain, echoing the earthen mounds the Nisenan people used to raise their homes. Massive dredgers tore the riverbed in search of California's famous mineral. Railroad tracks, and later roads, were built to accommodate for more and more people living along its banks. The American River pressed those banks, but the residents of the Sacramento Valley persisted and created a vibrant capital for one of the world's largest economies.
