He received his license to, practice law in I875, and located in New Bern. He was elected a member of the Fiftieth Congress in I887 as a repre sentative from the Second District of North Carolina. He was Chairman of the Democratic Executive committee in 1892, I898, I900, i9oz, and 1906. In 1893 he was appointed by President Cleveland Collector of Internal Revenue for the Eastern District. He was elected United States Senator in I90I, was re-elected in -907, *and again in I9I3. He is now Chairman of the Finance Committee of'the Senate and an influential mem ber of many of the most important committees. In I90I Trinity College conferred on him the degree of Doctor of Laws.
