"C2 systems and concepts are at once abstract and simple to understand. It really is a confounding subject. A simple definition consists of a commander having a force to exert his or her will and the ability to exercise some form of control over the force. However, when you start considering the composition of the forces themselves and the environments they must work in, the simplicity starts to fade. Despite the constantly evolving operational environment, C2 will always be a fundamental tenant to victory in conflict. The Air Force is no exception to the rule, however what it takes to C2 our systems is an exception. Until now, the United States has had no significant peer competitor on the global stage since the dissolution of the USSR in November of 1989. Prior to the fall of the Berlin Wall, multi-polar competition, and the presence of a real existential threat, drove constantly evolving C2 systems, theory, and doctrine. Often the Department of Defense was on the cutting edge of technology, worked close with industry, and rapidly integrated those advancements into the front-line forces. These leaps in technology drove fundamental shifts in the structure and survivability of our C2 systems and therefore the theory in which they operated. With the rise of China and its heavy state-sponsored investments in military power, we now find ourselves facing an adversary that can limit our ability to project power in a serious way. These limitations are no longer driven primarily by traditional kinetic weapons, but rather disruption into our own systems and overarching C2 capabilities. A combination of anti-access/area denial weapons and both kinetic and non-kinetic effects have been developed by China to specifically counter our ability to coordinate and employ forces. This research will aim to examine fundamental assumptions and operating requirements of our current C2 systems. By reviewing these assumptions, an evaluation of the strengths and weakness of our fielded systems and therefore their posture can be had. Reviewing C2 systems without a proper framework will result in unimpactful recommendations. Therefore, China's enmity presents a framework for analysis that will yield needed, actionable recommendations. By establishing this baseline, it will be easier to identify areas where the USAF C2 theory needs to advance and in what manners we need to invest to ensure tenants necessary for victory will withstand the pressures from a well postured adversary."--Abstract.

The multinational and ad hoc nature of coalition operations presents unique command and control challenges. As the leaders of many current and future coalitions, U.S. military commanders must develop an acute awareness and possess an in-depth understanding of the unique command and control challenges they will face during coalition operations. The purpose and intent of this paper is to contribute to this awareness and understanding through an analysis of these challenges. Historic and recent coalition operations are cited to amplify the relevance to each challenge. Possible solutions are provided to assist commanders during future coalition operations. The unique command and control challenges confronting U.S military commanders during coalition operations can be categorized under four main headings: National Goals and Objectives, Culture and Language, Integration and Doctrine, and Technology and Information. Although recent joint U.S. military publications provide sources of basic guidance, they fail to present adequate analysis to enhance awareness and understanding of these unique command and control challenges. There are no 'text book' solutions which can be applied to meet all the unique command and control challenges. Commanders must depend on their awareness and understanding.

Military command and control is not merely evolving, it is co-evolving. Technology is creating new opportunities for different types of command and control, and new types of command and control are creating new aspirations for technology. The question is how to manage this process, how to achieve a jointly optimised blend of socio and technical and create the kind of agility and self-synchronisation that modern forms of command and control promise. The answer put forward in this book is to re-visit sociotechnical systems theory. In doing so, the problems of 21st century command and control can be approached from an alternative, multi-disciplinary and above all human-centred perspective. Human factors (HF) is also co-evolving. The traditional conception of the field is to serve as a conduit for knowledge between engineering and psychology yet 21st century command and control presents an altogether different challenge. Viewing military command and control through the lens of sociotechnical theory forces us to confront difficult questions about the non-linear nature of people and technology: technology is changing, from platform centric to network centric; the interaction with that technology is changing, from prescribed to exploratory; and complexity is increasing, from behaviour that is linear to that which is emergent. The various chapters look at this transition and draw out ways in which sociotechnical systems theory can help to understand it. The sociotechnical perspective reveals itself as part of a conceptual toolkit through which military command and control can be transitioned, from notions of bureaucratic, hierarchical ways of operating to the devolved, agile, self-synchronising behaviour promised by modern forms of command and control like Network Enabled Capability (NEC). Sociotechnical system theory brings with it a sixty year legacy of practical application and this real-world grounding in business process re-engineering underlies the entire book. An attempt has been made to bring a set of sometimes abstract (but no less useful) principles down to the level of easy examples, design principles, evaluation criteria and actionable models. All of these are based on an extensive review of the current state of the art, new sociotechnical/NEC studies conducted by the authors, and insights derived from field studies of real-life command and control. Time and again, what emerges is a realisation that the most agile, self-synchronising component of all in command and control settings is the human.
