Air traffic control must be fully integrated in a theater of operations to enable an operational commander to most effectively achieve tactical, operational, and strategic aims. The international aviation environment is increasingly complex and unreceptive to military operations perceived as jeopardizing safety or infringing on airspace access. Integrating air traffic during operations other than war (OOTW) is particularly problematic due to the high volume and complexity introduced by civil aircraft in a more permissive environment. Aircraft mishaps involving civil aircraft are so visible that a single incident can damage the credibility of the United States and legitimacy of an operation. A global movement led by the International Civil Aviation Organization, affiliated with the UN, is aggressively addressing international aviation safety problems - including the perceived dangers and intrusiveness that military operations present to civil aircraft. A lack of understanding and focus on air traffic functions contributed to the Black Hawk fratricide incident during Operation Provide Comfort, resulted in inadequate situational awareness during Operation Desert Storm, and have inadequately prepared AWACS to handle the complex and evolving airspace over Bosnia-Herzegovina. Fully integrating military and civil air traffic in a theater of operations can improve the operational commander's ability to shape the battlespace, achieve unity of effort, reduce fratricide, respond more effectively to evolving conditions, and positively shape international opinion.

America's National Security Strategy requires civil and military agencies to work together during complex contingency operations other than war. However, there are significant challenges in conducting these interagency dependent operations. Interagency bickering, mistrust between civil and military leaders and organizational shortfalls, are just a few. These challenges can be overcome through leadership and organizational understanding provided by a regionally centered, civil-military operations center (RCMOC) . The ROMOC will provide the impetus needed toward improving civil-military responses to contingency operations short of war and facilitate as a link between the NCA/JCS and the country team. The RCMOC will lay the foundation for efficient problem solving and consensus building among the various agencies when responding tc a crisis and foster unity of effort among the various players involved in military operations other than war. finally, through the establishment of a permanent RCMOC, that is tasked to conduct long term deliberate and crisis action planning, the NCA, CINO, JTF commander and the various NGOs and PVOs can anticipate, shape, and respond to a crisis better than current ad hoc responses have permitted. The RCMOC is a force multiplier; it is the one organization that can meld all the capabilities of the military, and the US governmental agencies, as well as NGOs and PVOs in this new era of complex contingency operations known as MOOTW.

During the more than three decades that have elapsed since the war in Vietnam ended, the U.S. Air Force and U.S. Navy have progressively developed a remarkable degree of harmony in the integrated conduct of aerial strike operations. That close harmony stands in sharp contrast to the situation that prevailed throughout most of the Cold War, when the two services lived and operated in wholly separate physical and conceptual worlds, had distinct and unique operating mindsets and cultures, and could claim no significant interoperability features to speak of. Once the unexpected demands of fighting a joint littoral war against Iraq in 1991 underscored the costs of that absence of interoperability, however, both the Air Force and the Navy quickly came to recognize and embrace the need to change their operating practices to accommodate the demise of the Soviet threat that had largely determined their previous approaches to warfare and to develop new ways of working with each other in the conduct of joint air operations to meet a new array of post-Cold War challenges around the world. No longer perceived as military 'sideshows', peace operations, humanitarian relief, and similar military operations other than war (MOOTW) now occupy center stage. Ongoing peace operations in Iraq and Bosnia, in particular, are producing an operations tempo unprecedented in peacetime. This optempo is stressing people and equipment, making it difficult for the United States Air Force (USAF) to prepare fully for potential combat operations in major regional conflicts. Beyond these current challenges, it is also likely that the USAF will be called upon to take on new MOOTW tasks over the next decade or so. The objectives of this study were threefold: (1) to help the USAF better understand the effects of current MOOTW on training and readiness, (2) to explore some options to reduce those effects, and (3) to propose new concepts of operation to enhance USAF capabilities to accomplish future MOOTW tasks. This report should be of interest to USAF planners and operators in the Air Staff, Major Command, and Numbered Air Force Headquarters and operational units, as well as to students of air and space power in the other services and the broader defense community.
