According to many economists, the increasing mobility of capital across borders has made it more costly to peg exchange rates. This phenomenon has contributed to some of the more famous examples of exchange rate crises in recent times, such as the Mexican peso crisis in 1994 and the Asian financial crisis in 1997. Yet despite the increasing costs of pegging in today's accelerated financial markets, some developing countries try to maintain a peg for as long as they can. This work is the first to theorize the role of bankers as a domestic interest group involved in exchange rate policy. It adds to our understanding of how interest groups affect economic policy in developing countries and explains why some of the largest and fastest growing economies in the developing world were the most prone to crisis. The volume also refines our understanding of the 'hollowing-out thesis', the argument that increasing capital mobility is forcing states to abandon pegging.

The turn of the century has been a moment of rapid urbanization. Much of this urban growth is taking place in the cities of the developing world and much of it in informal settlements. This book presents cutting-edge research from various world regions to demonstrate these trends. The contributions reveal that informal housing is no longer the domain of the urban poor; rather it is a significant zone of transactions for the middle-class and even transnational elites. Indeed, the book presents a rich view of "urban informality" as a system of regulations and norms that governs the use of space and makes possible new forms of social and political power. First published in 1998, this volume initially focused on Chilean pension reform, on which the author has published elsewhere, before moving onto Latin America more widely, with coverage extending from 1990 to the reform in Costa Rica and the Mexican pension reform in 1997. It emerged in the wake of reforms including in Peru (1993), Argentina and Colombia (1994) and Uruguay (1996). Particular focus is given to the new individual capitalization pension plans, along with arguments on the ignoring of pension schemes and its consequences, the connection of pension schemes to the labour market and the impact of pension schemes on the least advantaged. The Chilean model in particular has received praise from the IMF and the World Bank and these Latin American pension reforms will be of interest as a paradigm for other countries.
