The Organization for Social Science Research in Eastern and Southern Africa (OSSREA) is a network of social scientists in the sub-region established in 1980. Its main objectives are to encourage and promote interest; to engage in collaborative research; to facilitate scholarly exchange of ideas and publication between individuals and institutions engaged in the study and research in the social sciences. OSSREA also aims to promote the training of social scientists from the sub-region in the study of and research in the social sciences and to encourage establishment of institutions dedicated to this goal. In pursuance of and consistent with its objectives, OSSREA established a fund to provide research grants and training fellowships to social scientists from the sub-region. Every year OSSREA offers, on a competitive basis, two limited types of research grants: the first on topics related to the social sciences in general and the second on gender issues in particular. The grants assist the social scientists to conduct field research in an eastern or southern African country, society, institutions, sector, or problem area. The objectives of the social science competition are intended to encourage and promote upcoming scholars from the sub-region to conduct research in the social, economic, political or other problems. Moreover, it aims to strengthen and raise the capacity of faculty members and students in field research, and promote the subsequent availability of research fmdings for teaching as well as to inform individuals and institutions.

State-civil society relations in Africa have during recent decades been transformed in the context of economic liberalisation and state reform. This study explores state-civil society relations in contemporary Uganda, from 1986 to the present, in order to illustrate and explain the scope for and capacity of different social forces to create access to and democratise the state. The study interrogates state-civil society relations under the incumbent National Resistance Movement government as these are expressed through forms of interest representation and conflict regulation in different political arenas. It analyses this problem through an empirical study of the health sector at both national and local levels. Changes in the health regime - the rules and practices that regulate health politics - are analysed by a historical reconstruction of how different health regimes evolved from demands from social forces on the colonial and post-colonial state, in relation to broader patterns of political change. The ruling political coalition from 1986 has promoted a model for capitalist development based on donor-driven economic growth, institutional reform and political monopoly - what is referred to in the study as technocratic governance. Throughout, however, the technocratic tendency has been shaped in relation to the political economy of militarism as a more openly repressive form of authoritarian rule. The study argues that limits to democratisation of state society relations within the health sector and of Ugandan politics at large are best explained by relations of domination in society, within the state and among external political forces. Over the past one hundred years in particular, there has been a steady process by which natural resources (such as ground-water, forests, fishing grounds and grazing land) have been increasingly managed by centralised institutions. Governments and other national agencies have argued that this promotes efficiency, equity, and other wide national goals. Recently this orthodoxy has been challenged by rising numbers of experiments that show how centralised management tends to fail. Global, national and local goals are more likely to be met, at lower cost and with other benefits (such as promoting better democratic institutions) by involving local populations in collaborative management agreements. Human rights nongovernmental organizations (NGOs) are by definition not part of the state. Rather, they are an element of civil society, the strands of the fabric of organized life in countries, and crucial to the prospect of political democracy. Civil society is a very recent phenomenon in East African nations, where authoritarian regimes have prevailed and human rights watchdogs have had a critical role to play. While the state remains one of the major challenges to human rights efforts in the countries of the region, other problems that are internal to the human rights movement are also of a serious nature, and they are many: What are the social bases of the human rights enterprise in transitional societies? What mandate can human rights NGOs claim, and in whose name do they operate? Human Rights NGOs in East Africa critically explores the anatomy of the human rights movement in the East African region, examining its origins, challenges, and emergent themes in the context of political transitions. In particular, the book seeks to understand the political and normative challenges that face this young but vibrant civil society in the vortex of globalization. The book brings together the most celebrated human rights thinkers in East Africa, enriched by contributions from their colleagues in South Africa and the United States. To date, very little has been written about the struggles and accomplishments of civil society in the nations of East Africa. This book will fill that gap and prove to be an invaluable tool for understanding and teaching about human rights in this complex and vital part of the world.
