This book takes stock of and analyses the direct and indirect effects of the war in Ukraine, the policy response to the shock across countries, as well as the potential medium-term economic and social implications and policy challenges. The last decade most Central and Eastern European (CEE) economies have been on a convergence path towards the EU average according to the main economic indicators. In 2022, however, the terrible war in Ukraine had major spillovers to the rest of the world, with the CEE economies being among the most exposed. The millions of refugees, the disruptions to energy supply, trade and supply chains, the surge in inflation, the tightening of global financial conditions, and elevated uncertainty created a radically new economic and social environment in these countries. The volume covers the economic effects of these challenges, the policy options available, and also those related to the eventual reconstruction of Ukraine, including the potential role of the CEE countries. Nearly seven decades ago, six countries in Western Europe (Belgium, France, West Germany, Italy, Luxembourg, and the Netherlands) decided to take economic cooperation to the next level. The vision of the EU founding states, epitomized by the Schuman Declaration in 1950, was to tie their economies so closely together that war would become impossible. Robert Schuman, author of the plan, believed Europe could not be made all at once, or according to a single plan. It would have to be built through concrete achievements which first create a de facto solidarity. The countries within the “European Community” benefited enormously from free trade and common economic policies, in particular structural funds designed to foster convergence by funding infrastructure and investments in poorer regions. Since the breakup of the Soviet Union, a number of gas disputes between Russia and Central and Eastern European countries have unveiled the strategic dependence of Europe on Russian piped gas. The recent Ukrainian crisis demonstrated that Europe has a desperate need to improve the security of its gas supply. The United States is interested in the economic stability and growth of Europe, because the European Union (EU) is its principal and largest economic partner. The United States and the EU enjoy the largest trade and investment relationship in the world, which should not be jeopardized by disruptive, anti-status-quo powers. America has economic, political, and security interests in Europe's energy independence. Europe's dependence on Russian natural gas undermines European unity and weakens the primary U.S. allies in their relations with Russia. Purpose - Since the turn of the millennium, a small corpus of post-structuralist thought has emerged that challenges the dominant belief that capitalism is now hegemonic and that all economic formations are contrasting varieties of capitalism. This paper contributes to the development of this emergent perspective. The aim is to challenge the notion that the Ukrainian economy can be represented as some variety of capitalism by highlighting the shallow permeation of capitalist practices into daily life and the continuing prevalence of multifarious non-capitalist economic practices. Design/methodology/approach - To achieve this, evidence is here reported from a 2005-6 survey that analysed the extent to which 600 households in Ukraine used capitalist and non-capitalist economic practices in their coping tactics. Findings - This reveals not only the limited use of capitalist practices in the everyday coping tactics of households in Ukraine but also how an array of non-capitalist economic practices remain heavily relied on by a majority of households to secure their livelihood. The outcome is a call to tentatively reject the 'varieties of capitalism' system of meaning because of what it excludes, prohibits and denies, and to open up the future of post-Soviet Ukraine to other possible trajectories than simply some variety of capitalism.Research limitations - This snapshot survey of the everyday coping practices of households displays only that capitalist practices are not hegemonic and that multifarious economic relations persist and are widespread. It does not show whether or not there is movement towards greater reliance on capitalist practices. Originality/value of paper - It begins through the presentation of evidence on Ukraine to tentatively challenge the application of a 'varieties of capitalism' perspective towards Central and Eastern European economies.
