This report contains the teaching syllabus and lesson plans for a course on joint force development developed by the Institute for Defense Analyses at the request of the Dean of the Air War College. This elective course fills a void in the College's course offerings and increases emphasis in its curriculum on joint matters. It is designed to give the student both an overview of Service force development processes and the opportunity to discuss trends that may portend changes to these processes in the future. The course consists of 3 parts, presented in 15 instructional periods (IPS). Part I defines and delineates force development. Part II contains a series of case studies (Army Force XXI; Marine Corps Urban warfare; Navy Mine warfare; Air Force Composite wings; TRANSCOM Strategic airlift). Each case study lesson is followed by a lesson dedicated to the official policies and regulations that guide each respective player s actions and decisions in the force development process. Part III allows the student to take an in-depth look at a number of current and prospective issues that may or may not impact the manner in which the Department of Defense develops forces in the future.

The Joint Force Development Process (JFDP) was created to fill a void left by the Joint Chiefs of Staff's (JCS) inability to work together and deal effectively with questions of total force integration. An organization noted for logrolling, compromise, and irrelevant advice, the service chiefs and Joint Staff were unable to dedicate themselves to the greater needs of the national defense over individual service loyalty. To meet this need, an evolution of cooperation between the Army and Air Force developed over the last decade outside the formal structure of the JCS. The JFDP was established as an informal, ad hoc organization chartered to field compatible, cost effective, and complimentary forces that would produce the greatest battlefield power. The 1986 DOD Reorganization Act has legislated many changes to the JCS that will enable them to meet the challenge of jointness. This paper examines the historical background of the JFDP, the process differences between the JCS and the JFDP, past and present, and makes recommendations to improve the future of force interoperability and integration between the services by modifying the JFDP. In the late eighties and early nineties, driven by the post–Cold War environment and lessons learned during military operations, United States policy makers made intelligence support to the military the Intelligence Community's top priority. In response to this demand, the CIA and DoD instituted policy and organizational changes that altered their relationship with one another. While debates over the future of the Intelligence Community were occurring on Capitol Hill, the CIA and DoD were expanding their relationship in peacekeeping and nation-building operations in Somalia and the Balkans. By the late 1990s, some policy makers and national security professionals became concerned that intelligence support to military operations had gone too far. In Subordinating Intelligence: The DoD/CIA Post–Cold War Relationship, David P. Oakley reveals that, despite these concerns, no major changes to national intelligence or its priorities were implemented. These concerns were forgotten after 9/11, as the United States fought two wars and policy makers increasingly focused on tactical and operational actions. As policy makers became fixated with terrorism and the United States fought in Iraq and Afghanistan, the CIA directed a significant amount of its resources toward global counterterrorism efforts and in support of military operations.

This handbook is intended to assist the combatant commands describe required capabilities in a form useful in the planning, execution and assessment phases of the joint training system. Further, it should aid resource providers and the Joint Staff in examining and coordinating joint training requirements among a number of combatant commands with diverse missions. The next phase of the joint training system begins with the development of a joint training plan delineating how combatant commanders allocate their joint training resources to meet JMETL requirements.

Since 1958 the Air Force has assigned a small number of carefully chosen, experienced officers to serve one-year tours at distinguished civilian institutions studying national security policy and strategy. Beginning with the 1994 academic year, these programs were accorded senior service school professional military education in-residence credit. In 2003 these fellowships assumed senior developmental education (SDE) force development credit for eligible officers. The SDE-level Air Force Fellows serve as visiting military ambassadors to their centers, devoting effort to expanding their colleagues' understanding of defense matters. As such, candidates for SDE-level fellowships have a broad knowledge of key DOD and Air Force issues. SDE-level fellows perform outreach by their presence and voice in sponsoring institutions. SDElevel fellows are expected to provide advice, promote, and explain Air Force and DOD policies, programs, and military doctrine strategy to nationally recognized scholars, foreign dignitaries, and leading policy analysts. The AF Fellows also gain valuable perspectives from the exchange of ideas with these civilian leaders. SDE-level fellows are expected to apprise appropriate Air Force agencies of significant developments and emerging views on defense and economic and foreign policy issues within their centers. Each fellow is expected to use the unique access she or he has as grounds for research and writing on important national security issues. The SDE AF Fellows includes the National Defense Fellows, the RAND Fellows, the National Security Fellows, and the Secretary of Defense Corporate Fellows. In addition, the Air Force Fellows supports a post-SDE military fellow at the Council on Foreign Relations. On the intermediate developmental education level, the chief of staff approved several AF Fellowships focused on career broadening for Air Force majors. The Air Force Legislative Fellows was established in April 1995 with the Foreign Policy Fellowship and Defense Advanced Research Projects Agency Fellowship coming under the AF Fellows program in 2003. In 2004, the AF Fellows also assumed responsibility of the National Laboratories Technologies Fellows.

Colonel Brown argues that recent operations have highlighted seams and shortfalls in joint doctrine that need to be addressed in the shaping of a more effective future joint force. Using the current doctrine command and control tenets and Joint Operations Concept attributes as a framework, Colonel Brown develops the foundation of air-ground doctrine for the future joint force. Leadership development in the military is a multifaceted process that takes place over an officer's entire career. At its most basic level, this development occurs through professional experiences and a progressive series of professional military education, of which joint professional military education (JPME) is a subset. In May 2020, the Joint Chiefs of Staff (JCS) issued a vision statement with guidance and objectives for leadership development in the armed services. This vision calls for an outcomes-based approach that emphasizes ingenuity, intellectual application, and military professionalism. The new approach focuses on what students must accomplish rather than traditional metrics, such as curriculum content or the amount of time spent learning specific material. The JCS also emphasized the need to integrate officer talent management (TM) and JPME because these functions are so closely connected. To support the implementation of this vision, the authors reviewed foundational, policy, and implementation documents; conducted semistructured interviews with senior representatives of relevant joint and service offices; and analyzed officer personnel data. They used these methods to (1) describe joint educational institutions' transitions to an outcomes-based approach, (2) examine performance expectations and the qualities needed in effective joint officers, (3) explore how joint performance is measured, and (4) see how challenges in TM systems and processes affect the implementation of JPME, Phase II. They also provide recommendations for how joint stakeholders and the military services can best integrate the TM and JPME processes to support the outcomes-based approach.
