This thesis is a case study of the extent to which a series of factors influenced development of the U.S. Army Target Acquisition Designation System/Pilot Night Vision System (TADS/PNVS). This study is one of a series being prepared under an ongoing research effort sponsored by Headquarters U.S. Army Material Command (AMC). These studies will look at various weapon systems that participated in Operation Desert Storm (ODS) and will study the effectiveness of their Development Strategies, for the purpose of later comparing system effectiveness in ODS. The TADS/PNVS was developed for the AH- 64A Apache Helicopter, as a sighting system for the Hellfire missile system. This case study focuses on the system's three critical technologies, evaluates their technical maturity at various stages versus Technology Readiness Levels, and analyzes how that affected the later development and testing. The study also highlights funding stability, user involvement, integrated product teams, and testing strategies. The thesis focuses particular attention on testing, and whether testing of the TADS/PNVS system was sufficient and timely during development.

During the early part of our Audit of Requirements for Current Procurements of Military Service Managed Items (Project No. 9LE-0064), we observed a condition requiring prompt management action. The Army's Aviation Systems Command (AVSCOM) initiated procurements for excessive quantities of spare and repair parts for the Target Acquisition Designation Sight/Pilot Night Vision Sensor System (TADS/PNVS), primarily because reliable supply management data was lost when item management of TADS/PNVS spare and repair parts was transferred to AVSCOM, The requirements computations supporting those procurements were based on estimated maintenance factors that were unreasonable. One of these factors was an arbitrary unserviceable return rate, and the Army Materiel Command had not provided guidance on the use of arbitrary rates, In addition, AVSCOM did not provide adequate guidance to the logistics support contractor to minimize inventory levels to support the contractor's operation and did not effectively monitor the assets held by the contractor so that quantities that were in excess of reasonable operating levels would be identified and used to satisfy forecasted wholesale requirements. AVSCOM has already taken prompt and positive action to curtail some procurements but should take additional action to recompute requirements for TADS/PNVS spare and repair parts that are being, or soon will be, procured.

This case study was undertaken with seven researchers to develop a better understanding of the risks involved in weapon system development and whether government policies effectively aid in the management of those risks. This case focuses on the procurement of the Low-Altitude Navigation Targeting Infrared for Night (LANTIRN) system, an avionics system for single seat fighter jets. This case study indicated that strategic decisions concerning the management of the procurement increased the probability of poor outcomes. Initiated by the Air Staff under an urgent requirement, the program had ambitions far beyond the technical base of the time, used extensive concurrency to meet the urgent requirement, and was developed by an inexperienced SPO. The result was severe cost overruns and schedule delays. This result could have been prevented if technical requirements had been better explored early in the program, including more specific program definition and technical demonstration, before key management decisions were put in place.

The Night Operations Program is concerned with optimizing human performance in relation to night vision devices and related sensors. Specific aspects deal with determining performance effectiveness of sensor systems, factors which affect performance, and means of improving effectiveness. The present study describes research involving the use of such devices in assessing the effectiveness of soldier performance during night operations. The primary objective of the experiment was to investigate the effects of search area size on performance--as it interacts with a number of environmental, target, and human factors--and to determine the implications of findings for operational use, basis of issue; and search deployment, as well as for improvement of soldiers' effectiveness in using these devices.

The U.S. Army currently fields two variants of night vision devices (NVDs), the Aviator Night Vision Imaging System (ANVIS) and the Pilot Night Vision System/Target Acquisition and Designation System (PNVS/TADS). The effectiveness of these sensors in the AH-64D during urban missions in Iraq from November 2005 thru October 2006 was assessed with a questionnaire administered to 38 Apache AH-64D aviators. The survey compared sensors with regard to reconnaissance, situational awareness, and human factors issues. Results showed that the 12 ANVIS was preferable to the FLIR for reconnaissance missions. ANVIS was also preferred for wire and aircraft avoidance. The primary benefit of the PNVS/TADS system, as reported by aviators, was the flight symbology cues provided through the helmet-mounted display (HMD).
