The Capstone Concept for Joint Operations (CCJO) is the overarching concept of the family of joint concepts that guides the development of future joint capabilities. Its purpose is to lead force development and employment primarily by providing a broad description of how the future joint force will operate. Service concepts and subordinate joint operating, functional, and integrating concepts will expand on the CCJO solution. Interagency and multinational partners may use it to assess potential integration requirements and opportunities. The CCJO broadly describes how future joint forces are expected to operate across the range of military operations in 2012-2025 in support of strategic objectives. It applies to operations around the globe conducted unilaterally or in conjunction with multinational military partners and other government and nongovernment agencies. It envisions military operations conducted within a national strategy that incorporates all instruments of national power. This concept is applicable to combatant commands, the Military Services, Defense agencies, and the Joint Staff for concept development and experimentation. The CCJO briefly describes the environment and military problem expected to exist in 2012-2025 (from just outside the future years defense program to 20 years in the future). It proposes a solution to meet challenges across the range of military operations and describes key characteristics of the future joint force. This concept concludes by presenting risks and implications associated with this concept.

The Joint Staff, J7 Joint Experimentation, Transformation, and Concepts Division asked the Institute for Defense Analyses (IDA) Joint Advanced Warfighting Program (JAWP) to evaluate how adequately the Capstone Concept for Joint Operations (CCJO) covers joint command and control (JC2). The CCJO heads the family of joint operations concepts (JOpsC) that describe how joint forces are expected to operate across the range of military operations in 2012-2025. Its purpose is to lead force development and employment primarily by providing a broad description of how the future joint force will operate. The IDA study team first evaluated the CCJO itself relative to JC2. The team then reviewed current doctrine, operations, planning, and activities with JC2 content -- the Universal Joint Task List (UJTL), Multi-Service Force Deployment (MSFD) Scenarios, wargames, and experiments -- for possible insight that might inform the next revision of the CCJO. These sources proved generally unhelpful. The study team then examined advanced theoretical work, especially the OSD Command and Control Research Program (CCRP), for insight. This proved very useful and provided a theoretical framework of possible future JC2. Next the team reviewed concepts subordinate to the CCJO that have JC2 content, particularly the C2 functional and integrating concepts. Both were consistent with the CCRP framework and were conceptually ahead of the CCJO. Finally, the team examined selected Defense Advanced Research Projects Agency C2 work and activities at JFCOM. Both reinforced the correctness of the direction reflected in the CCRP and the subordinate JC2 concepts. In answering four specific sponsor-directed questions related to doctrinal command structures, capability gaps, treatment of C2 in the CCJO, and subordinate C2 concepts, the study team reached four conclusions indicating that greater clarity regarding future JC2 is needed in the CCJO.

"The recently published Capstone Concept for Joint Operations (CCJO), suggests the future security environment will consist of several persistent trends including the proliferation of weapons of mass destruction, the rise of modern competitor states, and an increase in violent extremism, regional instability, transnational criminal activity, and competition for resources. To address these trends, the joint force must develop and maintain deep regional expertise. The ability to understand political and cultural differences, especially when it comes to cooperative security operations, counterinsurgency, and unconventional warfare, will provide the foundations for flexible planning and operational execution in the future. Unfortunately, the Military Departments view regional expertise not as a core function, but as additional training at the tactical and operational level. To understand the strategic environment, the combatant command staff needs to understand the region and culture in order to develop approaches that effectively shape the environment within the context of that region. This paper will discuss the importance of regional and cultural competency as it relates to planning strategy. It will show how regional and cultural competency at the combatant command headquarters remains a critical weakness for the United States. The thesis of this paper is that the degree to which the combatant commands adopt structural change to include Service regional and cultural experts, and the military Service Departments ensure that they assign appropriate regional and cultural experts to those commands, will determine the effectiveness of the United States in executing its National Security Strategy of the future. The requirement to have regional and cultural experts on the combatant command staffs developing and executing long-term strategy has never been more important as the threats that face our nation are becoming increasingly complex. The geographic combatant commands all identify the importance of having the right person at the right place and their manning documents have identified the need for regional and cultural experts within their J5 and J3 directorates. However, it remains the job of the individual Services to place the correct person in the appropriate position. To fix this weakness the Joint Staff must direct Services to assign regional and cultural experts to existing identified billets. Combatant commands must re-look the Branch-immaterial positions on their manning documents for the plans directorates, specifically to change some active component Branch-immaterial positions into the SOF specialty of Civil Affairs. In addition, combatant commands need to code regional and cultural position to require attendance to a strategic planning course prior to assignment at the geographic combatant command. Finally, the combatant commands and Services must develop a program for Service regional and cultural experts that couples utilization and deployment into key areas within the command and out-of-theater utilization within the combatant command J5 and J3 directorates to ensure combatant commands have the most current understanding of key Operational Environment factors within the command. These recommendations will ensure the effective integration and utilization of existing Service regional and cultural competency with the combatant commands. With many hard lessons learned about the importance of regional and cultural competence in planning and execution of operations, the Department of Defense and Military Departments must institutionalize those lessons. Failure to do so puts the Nation on a course that is all too familiar and the combatant commands will find themselves in 20 years as unprepared culturally as when 9/11 happened. ." -- Abstract

Because shaping relies more on soft power than on hard power, this approach contradicts the conventional wisdom of the purpose militaries serve. Kyle J. Wolfley explores the emergence of shaping in classical strategy and its increased frequency following the end of the Cold War when threats and allies became more ambiguous. He illustrates the four logics of shaping—attraction, socialization, delegation, and assurance—through five case studies of recent major military exercise programs led by the United States, China, India, the United Kingdom, and Russia. Moreover, the author reveals through sentiment analysis and statistics of over one thousand multinational exercises from 1980 to 2016 how major powers reacted to a complex international environment by expanding the number and scope of shaping exercises.
