Book Description
"The formation of the Territorial Grain Growers Association in 1901 was not the only important event in the early history of what has come to be known broadly as the agrarian movement in the Canadian prairies, but it was a defining moment in some respects. Arguably it signalled the formation of an agrarian class, but at least it was an indicator of an awakening of a democratic consciousness among family farmers. Ultimately, the Association provided a venue for analysis and critique, the development of strategies and tactics, and of course the nurturing of leadership and organizational forms that would have a profound influence upon politics and the state in the three prairie provinces and the Dominion, as well as the creation of co-operatives and other forms of direct action. These eighteen essays honouring the 100th anniversary (in 2001) of the formation of the TGGA explore important aspects of the historical legacy of the agrarian movement and contemplate their relevance to the current setting for the rural prairies."--pub. desc.

Book Description
The Great Plains were once characterized by vast expanses of grass, complex interdependence among species, and dynamic annual changes due to weather, waterways, and fire. It is now generally accepted that less than one percent of the original tallgrass prairie remains. Habitat fragmentation, the loss of natural predator-prey associations, changes in species composition, and various commercial practices continue to threaten grassland biodiversity. Recently scholars and conservationists have discussed opportunities for large-scale restoration projects in the Great Plains, but they have provided few details. Daniel Licht offers here a bold new approach to restoring and conserving the grassland ecosystem. In describing hypothetical reserves, he explains how they could help conserve grassland biodiversity, reduce federal expenditures on agriculture, increase recreational opportunities, and sustain rural economies outside the reserves.

Book Description
This is the eleventh edition of How Ottawa Spends .Like previous editions, it focusses on particular departments and policy initiatives of the federal government. This year's edition also deals with some of the internal management issues that have emerged as important in the government's quest for efficiency and productivity. Beyond evaluating past actions, the book is intended to offer informed comment on prospects for the future in the areas it explores. This is the second edition since the re-election of a Conservative majority government in November 1988. We now have an opportunity to assess the direction of the second Tory agenda. It seems important to start this assessment by asking some very basic questions: Is there a discernible government agenda? To what extent can we see similarities and differences in the direction of Conservative initiatives when we compare their first and second terms? What accounts for any similarities and differences that emerge? What are the implications of the direction of government initiatives? These questions are given broad treatment in the book's first chapter, which focusses largely on the February 1990 Budget and the federal Estimates for the 1990-91 fiscal year. That analysis is intended to set the stage for the more specific discussions of the federal agenda which follow.
