A nation is given shape in large part through the cultural activities of its builders. Historically, nationalists have turned to the arts and media to articulate and institute a sense of unique national identity. This was certainly true of Canada in the twentieth century. Canadian Content explores ways in which nationhood was defined and pursued through cultural means in Canada throughout the last century. As a framework for the study, Ryan Edwardson distinguishes between three phases of Canadianization: support for the arts and cultured mass media during the colony-to-nation transition; the 'new nationalist' empowerment of multi-brow culture and the call for state intervention in the mid-1960s and 1970s; and the 'cultural industrialism' initiated by the federal government under Pierre Trudeau in 1968. Examining each phase in its turn, Canadian Content looks at Canada as an ongoing postcolonial process of not one but a series of radically different nationhoods, each with its own valued but tentative set of cultural criteria for orchestrating and implementing a Canadian national experience. Considering the relationship between culture and national identity, this study offers an idea of what it means to be Canadian, and suggests just how adaptable, problematic, and ongoing the pursuit of nationhood can be.

Since the first trade deal with the US in 1987, Canada has insisted on a "cultural exemption" to ensure that governments were free to protect Canadian culture and to restrict foreign ownership and limit foreign content in the media. Negotiators and government ministers considered the cultural exemption key to reassuring Canadians that the deal did not undermine our cultural sovereignty. In every trade deal since, culture has been a contentious issue. Media giants and foreign governments have pushed for unlimited access to Canada. Ottawa has worked with cultural industries to maintain the cultural exemption. Garry Neil has been close to every one of these negotiations, and has been a key advisor to cultural groups on trade deals. He has been part of the international initiative to assert the importance of cultural diversity in the world, and to create effective measures to guarantee it. This book reflects his experience trying to ensure that the reality matches the rhetoric when it comes to culture. Cultural Grammars of Nation, Diaspora, and Indigeneity in Canada considers how the terms of critical debate in literary and cultural studies in Canada have shifted with respect to race, nation, and difference. In asking how Indigenous and diasporic interventions have remapped these debates, the contributors argue that a new “cultural grammar” is at work and attempt to sketch out some of the ways it operates. The essays reference pivotal moments in Canadian literary and cultural history and speak to ongoing debates about Canadian nationalism, postcolonalism, migrancy, and transnationalism. Topics covered include the Asian race riots in Vancouver in 1907, the cultural memory of internment and dispersal of Japanese Canadians in the 1940s, the politics of migrant labour and the “domestic labour scheme” in the 1960s, and the trial of Robert Pickton in Vancouver in 2007.
