With the exception of Canada’s relationship with the United States, Canada’s relationship with China will likely be its most significant foreign connection in the twenty-first century. As China’s role in world politics becomes more central, understanding China becomes essential for Canadian policymakers and policy analysts in a variety of areas. Responding to this need, The China Challenge brings together perspectives from both Chinese and Canadian experts on the evolving Sino-Canadian relationship. It traces the history and looks into the future of Canada-China bilateral relations. It also examines how China has affected a number of Canadian foreign and domestic policy issues, including education, economics, immigration, labour and language. This paper benchmarks Canada's bilateral economic ties with China and compares them with those of other G7 member countries, plus Australia. It uses a gravity model of economic flows to compare actual import, export and investment levels to those predicted by the model. This shows that, in the period 2003-2006, Canada was under-performing in terms of all bilateral economic flows except its outward foreign direct investment to China. In comparison with other G7 countries and Australia, Canada has under-weighed China as an international partner except in its imports from that country. The predicted values for all bilateral economic variables suggest that China should be Canada's second most important partner in terms of all bilateral economic flows, except for those with the United States.

It does so by quantifying Canada's economic relations with China in terms of Canada's merchandise trade with China, its trade in services with China, inward and outward foreign direct investment between the two countries, and the presence of Chinese immigrants in Canada. [...] In 1973, the governments of the two countries signed a trade agreement that was fol- lowed by the establishment of the Canada-China Trade Council (based in Toronto) in 1978. [...] In addition, we look at foreign direct investment between the two countries and document the Chinese community in Canada, using the most recent data.6 Quantifying Canada's economic relationship with China would help identify the extent of Canada's economic linkage with China along the above dimensions. [...] For example, the World Bank ranks China 83rd (from a list of 178 countries) in its ranking of countries based on the ease of doing business.13 The Fraser Institute's index of economic freedom shows that China has made progress towards a more open economy but stil has a considerable distance to go to match other Asian countries and the most advanced economies in the world.
