In the course of time other points of departure, such as utility, energy economy, sustainability and economic motives have come to play a part. For these subjects technical requirements are formulated and the procedures for checking building plans against the requirements and issuing the building permits have been laid down in laws. Home ownership sectors in most European countries have grown in size. Whatever assets European households have acquired in recent decades, real estate appears to form a significant element in wealth portfolios. Frequently, national governments have been active in promoting the shift in tenure balance. Volume Three of the Classics of Comparative Policy Analysis, contains chapters concerned with "Regional Comparisons and Policy Analysis" – one of the most prevailing approaches in comparative public policy.
