The June 2019 OMB Circular No. A-11 provides guidance on preparing the FY 2021 Budget and instructions on budget execution. Released in June 2019, it's printed in two volumes. This is Volume I. The consolidation of public finance has become the most prevalent topic in recent policy discourse in the US. During the twentieth century in countries throughout the world, central governments assumed major responsibilities for a wide variety of human needs.
