This book examines certain changes in the political make-up of Karnataka, between the early 1970s and the late 1980s, which, in turn, led to the birth of a unique democracy in the state. In a departure from most studies on political science and political history which pay little or no attention to the role of politicians and focus only on technocratic blueprints, administrative processes and incentive systems, this volume takes into account the role politicians play in shaping the character of their governments, public policy and state–society relations. It studies the political transformation of Karnataka by focusing heavily on three chief ministers of the state who played an important role in making politics in Karnataka more accommodative, enlightened and, hence, more democratic. This volume is a detailed insider’s account of the political processes in Karnataka, enriched with interviews and surveys which seek to locate this work in the social science literature, in Karnataka’s recent history and in comparative context alongside other Indian states.

Broadening democracy by lowering the voting age is on the political agenda in many democratic societies. Previous suffrage extensions suggest that there are systematic differences between what parliaments decide and what voters want with respect to enfranchisement of new groups. This paper analyzes a new municipality level dataset of two Swiss federal referendums on lowering the voting age from 20 to 18. We focus on the role of institutional price variations by (i) the depth of democracy proxied by the strength of direct democratic institutions and (ii) the size of the new electorate. Our results provide evidence that the price the current electorate faces - thus their potential influence loss - varies with the strength of direct democracy and affects citizens' willingness to lower the voting age. Moreover, we find systematic price reactions of present voters to the number of new voters.

Between 1974 and 1990 more than thirty countries in southern Europe, Latin America, East Asia, and Eastern Europe shifted from authoritarian to democratic systems of government. This global democratic revolution is probably the most important political trend in the late twentieth century. In The Third Wave, Samuel P. Huntington analyzes the causes and nature of these democratic transitions, evaluates the prospects for stability of the new democracies, and explores the possibility of more countries becoming democratic. The recent transitions, he argues, are the third major wave of democratization in the modem world. Each of the two previous waves was followed by a reverse wave in which some countries shifted back to authoritarian government. Using concrete examples, empirical evidence, and insightful analysis, Huntington provides neither a theory nor a history of the third wave, but an explanation of why and how it occurred. Factors responsible for the democratic trend include the legitimacy dilemmas of authoritarian regimes; economic and social development; the changed role of the Catholic Church; the impact of the United States, the European Community, and the Soviet Union; and the "snowballing" phenomenon: change in one country stimulating change in others. Five key elite groups within and outside the nondemocratic regime played roles in shaping the various ways democratization occurred. Compromise was key to all democratizations, and elections and nonviolent tactics also were central. New democracies must deal with the "torturer problem" and the "praetorian problem" and attempt to develop democratic values and processes. Disillusionment with democracy, Huntington argues, is necessary to consolidating democracy. He concludes the book with an analysis of the political, economic, and cultural factors that will decide whether or not the third wave continues. Several "Guidelines for Democratizers" offer specific, practical suggestions for initiating and carrying out reform. Huntington's emphasis on practical application makes this book a valuable tool for anyone engaged in the democratization process. . Renewal of Life by Transmission. The most notable distinction between living and inanimate things is that the former maintain themselves by renewal. A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.
