A great many peer conflicts arise from incompatible goals or from different views on how a task should be accomplished. With honest dialogue these kinds of conflicts can usually be resolved. But other peer conflicts are more troublesome because they involve personal values, office politics and power, and emotional reactions. To resolve these more difficult peer conflicts, managers should examine three key issues that can cause such clashes and also influence their outcome. One, they should assess their emotional "hot buttons" that trigger ineffective behaviors and make conflict difficult to manage. Two, they should examine their personal values and how those might conflict with what their peers find important. Finally, they should assess their power in the organization - which can be related to position, influence, expertise, or some other factor - and learn how to use it to manage conflicts. Navigating these issues won't rid an organization of conflict among peers. But by paying attention to them managers can build effective relationships that will survive these inevitable conflicts and bolster their ability to achieve organizational goals.

This book is concerned with the international regulation of non-state armed groups. Specifically, it examines the possibility of subjecting armed groups to international human rights law obligations. First addressed is the means by which armed groups may be bound by international law. Of particular interest is the de facto control theory and the possibility that international law may be applied in the absence of direct treaty regulation. Application of this theory is dependent upon an armed group's establishment of an independent existence, as demonstrated by the displacement of state authority. This means that armed groups are treated as a vertical authority, thereby maintaining the established hierarchy of international regulation. At issue therefore is not a radical approach to the regulation of non-state actors, but rather a modification of the traditional means of application in response to the reality of the situation. The attribution of international human rights law obligations to armed groups is then addressed in light of potential ratione personae restrictions. International human rights law treaties are interpreted in light of the contemporary international context, on the basis that an international instrument has to be applied within the framework of the entire legal system prevailing at the time of interpretation. Armed groups' status as vertical authorities facilitates the vertical application of international human rights law in a manner consistent with both the object and purpose of the law and its foundation in human dignity. Finally, if international human rights law is to be applied to armed groups, its application must be effective in practice. A context-dependent division of responsibility between the territorial state and the armed group is proposed. The respect, protect, fulfil framework is adapted to facilitate the application of human rights obligations in a manner consistent with the control exerted by both the state and the armed group. Since its independence on January 1, 1956, Sudan has been at war with itself. Through the Comprehensive Peace Agreement (CPA) of 2005, the North–South dimension of the conflict was seemingly resolved by the independence of the South on July 9, 2011. However, as a result of issues that were not resolved by the CPA, conflicts within the two countries have reignited conflict between them because of allegations of support for each other’s rebels. In Bound by Conflict: Dilemmas of the Two Sudans, Francis M. Deng and Daniel J. Deng critique the tendency to see these conflicts as separate and to seek isolated solutions for them, when, in fact, they are closely intertwined. The policy implication is that resolving conflicts within the two Sudans is critical to the prospects of achieving peace, security, and stability between them, with the potential of moving them to some form of meaningful association.
